BOARD OF SELECTMEN MEETING MINUTES
TOWN OF EPPING, NEW HAMPSHIRE
Monday August 31, 2026

ATTENDANCE

Chairman Pamela Tibbetts; Vice-Chairman Caitlin McCormack; Selectmen Tom Gauthier, Joe
Trombley and Cliff Cray; Town Administrator Jake T. Roger; Executive Secretary Joyce
Blanchard

CALL TO ORDER 6:30 PM

Motion by Chairman Tibbetts to enter a non-public session in accordance with RSA 91-A:3 II (C)
and (L). Seconded by Selectman Gauthier. Motion carried 3-0. Roll Call Vote; Pamela Tibbetts,
Tom Gauthier, and Cliff Cray, all voting aye.

RECONVENE

Chairman Gauthier reconvened the public session at 7:00 PM. Selectman Trombley joined the
meeting.

CONSENT CALENDAR
Minutes from the August 17, 2026 Board of Selectmen meeting were submitted for approval.

The payroll manifest for the pay period ending August 13, 2026 in the amount of $237,012.92
was submitted for approval.

Accounts Payable manifest for the period ending August 13, 2026 in the amount of $1,345,870.54
($1,000,000.00 is for the school, $90,521.54 is for IT Services, $101,555.00 is for Sewer Solar Project
and $153,794.00 is for the Town) were submitted for approval.

Request to hire Gavin Davis for After School Program Jr. Staff at $13.00 an hour was submitted
for approval.

Motion by Selectman Gauthier to approve the Consent Calendar as submitted. Seconded by
Chairman Tibbetts. Motion carried 4-0. Vice-Chairman Caitlin McCormack joined the
meeting.

BUSINESS
FIRE

Purchase Order #702 to Fire Tech and Safety for a skid unit for the new forestry truck and upfits
for the forestry truck and the F-150 in the amount of $77,972.72 coming from the revolving
account was submitted for approval.

Motion by Selectman Cray to approve purchase order #702 to Fire Tech and Safety for a skid
unit for the new forestry truck and upfits for the forestry truck and the F-150 in the amount
of $77,972.72. Seconded by Selectman Cray. Motion carried 5-0.

POLICE

Request to Hire Full Time Police Officer Dyllon Bruno at $34.50 an hour was submitted for
approval. Police Chief Michael Wallace read a brief biography of Officer Bruno.

Motion by Selectman Gauthier to approve the hiring of Full Time Police Officer Dyllon
Bruno at $34.50 an hour effective September 21, 2026. Seconded by Selectman Trombley.
Motion carried 5-0.

Selectman Gauthier discussed the danger of bicycles riding on the sidewalk and to fast in the
roads. He would like the police to monitor the situation. Police Chief Wallace will have School
Officer Huard have an educational bike and road safety class for students. An ordinance needs
to be written that the Police Department can follow. It was the opinion of the Board this is not
to stop children from riding bikes and being outdoors, it’s for the safety for drivers, walkers and
the bike riders.

7:30 DAN MCCOMBS - SIDEWALK WARRANT ARTICLE

Town Administrator Jake Roger explained last year’s Main Street sidewalk warrant article
asked voters if they had any interest having the Main Street sidewalk extended. The sidewalk
warrant article passed and Mr. McCombs is requesting the possibility of funding and
supporting a new warrant article to extend the sidewalk. Discussion regarding a five-year plan,
adding the money into the road paving line, a petition warrant article or a Selectmen’s warrant
article continued. Mr. Roger will reach out to Road Supervisor Moe Hicks and DPW Director

Dennis Koch for their opinion on how to fund this project. Selectman McCormack and
Chairman Tibbetts as School Board Information Coordinators will contact the school to find out
if they are interested in assisting with the cost.

ADMINISTRATION

MS-1 Summary of Inventory of Valuation for 2026 generated from the Town’s assessing system
was submitted for approval.

Motion by Selectman Gauthier to approve the MS-1 Summary of Inventory of Valuation for
2026 generated from the Town’s assessing system. Seconded by Selectman Trombley.
Motion carried 5-0.

An updated Transfer Station Policy was submitted for discussion. Town Administrator Jake
Roger explained this is the first draft and reviewed the changes in the policy. Price increases
were debated but will be readdressed at a future meeting.

A Home Occupancy change was summited for discussion. Town Administrator Mr. Roger
stated a large majority of towns have the permitting process through the Planning Board
instead of the Selectmen’s office.

Motion by Selectman Gauthier to have Town Administrator Jake Roger forward a letter to
the Planning Board saying the Board of Selectman approve of the change for Home
Occupancy’s to come under the Planning Board Department. Seconded by Selectman Cray.
Motion carried 5-0.

TOWN ADMINISTRATORS REPORT
Town Administrator Jake Roger said there was a nationwide Microsoft outage starting today at
10 AM. The Town Hall’s emails have been affected but not the Town web site. He is hoping it’s

all fixed tomorrow.

Mr. Roger reminded residents that voting is on September 8" at School Gym from 7 AM ~7 PM.

SELECTMEN REPORTS

Selectman Gauthier announced Highnotes is at the McPhee Farm on September 12 starting at 2
PM till dusk with fireworks.

Selectman Cray invited all residents to the American Legion on Calef Highway for a September
11" program at 2 PM. This ceremony to remember those who lost their lives on 9-11. Never
forget!

Selectman Trombley reminded the Board of Selectmen they need a pro-temp if they cannot
attend the Elections Tuesday to take their place.

Chairman Tibbetts publicized the Block Party is a go. If anyone is interested in helping let her
know.

Chairman Tibbetts sent her condolences to the O’Connell and Baker families for their loss.

0.
