The Board approved July 27 meeting minutes by unanimous vote. Resident Michael Shores raised concerns regarding the town forest right-of-way, survey lines, and property enforcement; the board stated they must follow Town Attorney guidance on enforcement. The Board voted unanimously to change Main Street parking from diagonal to parallel, eliminating one spot but retaining vehicle access. Shane Morton received unanimous approval for an Intent to Cut on 25 acres of a 37-acre lot at Sweeney Road R31 L01. An elderly exemption application was unanimously approved. EMS Chief Audrey Champagne reported applying for Go North Grants: $375,000 for a vehicle and staffing, $25,000 for response equipment, and $30,000 for planning, requiring no town match. The Board switched email systems to .gov with MFA. Payroll training occurs in October. The Board denied a Buffington Fund Application unanimously pending more information. TOWN OF LISBON, NEW HAMPSHIRE INCORPORATED 1763 Board of Selectmen’s Meeting Monday August 10, 2026 6:00PM Lisbon Railroad Station And Zoom PRESENT: Scott Champagne, Selectman; Arthur Boutin, Selectman; Brian Higgins, Selectman; Audrey Champagne, Town Clerk/Tax Collector (Zoom); Krystle Dow, Administrative Assistant (Zoom) Public Present: Michael Shores (Resident) Approval of Minutes: Brian Higgins made a motion to approve the meeting minutes as written from July 27" board meeting and Arthur Boutin seconded the motion. All were in favor of the motion. Public: Michael Shores appeared before the board to discuss several concerns. These issues included the right-of-way to the town forest, an inaccurate survey line, and the property located above his. He expressed his desire for the board to more effectively enforce rules and regulations, noting that he has raised these concems multiple times over the past five years. The board responded by stating that they are required to follow the guidance provided by the Town’s Attorney regarding enforcement. Scott mentioned that there are limits to what the board can do and noted that the town has already contacted the attorneys for assistance. Parking Discussion: Scott Champagne stated that they are following up regarding the paving of 302 and changing the parking on main street. Scott stated that there are currently 5 diagonal stalls and 2 parallel stalls. Scott stated that per highway they would only lose 1 spot if they went to parallel parking. Highway has spoken with the owner of the store, and they are fine with the change and understand the concern for safety. The only requirement thatthe store had was that there is at least one handicap spot. If they make one spot by the alley way that would be fine. The Chief of Police is ok with the change as well as DOT. Scott Champagne made a motion to approve the change from diagonal parking to parallel parking and Arthur Boutin seconded the motion. All were in favor of the motion. Intent to Cut: There is an Intent to Cut for map and lot R31 L01 on Sweeney Road. The acreage of cutis 25 acres, and the lot size is 37 acres. Shane Morton is the logger. Arthur Boutin made a motion to approve, and Scott Champagne seconded the motion. All were in favor of the motion. Elderly Exemption: There is an elderly exemption. The board is to review the application and decide. After reviewing the application Arthur Boutin made a motion to approve the application and Scott Champagne seconded the motion. All were in favor of the motion. Audrey Champagne (EMS): Audrey Champagne (EMS Chief) came before the board to let them know that they had applied for a grant. The grant is a Go North Grant. She stated that there are three parts (Pods) of the grant. The first part they have applied foris in the amount of $375,000. This is for a vehicle to use for MIH visits and 2 full-time employees. They will know the status of the grant by the end of August/beginning of September. The second pod of the grant they applied for was in the amountof $ 25,000 for response equipment which Audrey stated would be for AED’s, new pagers, and uniforms. They should know the status of this by early September. The third pod is in the amount of $30,000 for a planning grant. Audrey stated that all three of these have been applied for and they all have the same time frame of getting an approval answer. Selectman Arthur Boutin asked Audrey what the match for the town is. Audrey stated that there is NO Obligation to the town. She stated if approved they (the board) would need to make the decision whether to accept it or not. Updates: The town has switched from .org emails to .gov and is using MFA (Multi factorial authenticator) to access emails. Krystle Dow (Administrative Assistant) stated that payroll training with MTS will be taking place in October. 6:52 P.M. Scott Champagne made a motion to go into non-public to discuss a Buffington Fund Application and Personnel issue and Arthur Boutin seconded the motion. All were in favor of the motion. 7:17 P.M. The board came out of non-public, and Scott Champagne made a motion to deny the Buffington Fund Application until more information was provided and Arthur Boutin seconded the motion. All were in favor of the motion. 7:19 P.M. Brian Higgins made a motion to adjourn, and Arthur Boutin seconded the motion. All were in favor of the motion.
