Zoning Board of Adjustment Regular Meeting Agenda (minutes)

The Zoning Board unanimously accepted minutes from January 7, February 4, and March 18, 2026, after ratifying corrections. April 1 minutes acceptance was delayed until June 3 to address escrow discussions. Regarding escrow, the Board voted unanimously to invoice accounts 364, 367, 369, and 375 for negative balances and close them upon reimbursement. Mr. Silvia motioned to close out accounts 365, 372, 373, and 374 pending a report on amounts. The Board unanimously delayed 2026 Rules edits until June 3. Barbara White was named a voting member. PUBLIC MEETING MINUTES 
May 6, 2026 
 
Vice-Chairman Silvia called the meeting to order at 6:30.  Pledge of Allegiance was recited.   
Technical issue with sound (echoing and feedback) were corrected. 
Roll was called.  Members in Attendance were:  Vice-Chair John Silvia, Mr. Roger Hamel, 
Ms. Trisha McCarthy, and Mrs. Barbara White.  Mr. Silvia named Barbara White as a voting 
member for the meeting.   Trisha McCarthy was sitting at the Admin table for the meeting. 
January 7th, 2026, meeting Minutes 
Minutes of the January 7th, 2026, had been conditionally accepted pending revisions at the 
February 4th meeting.  With submitted changes before the board, Mr. Hamel motioned to 
accept the minutes, Mr. Silvia seconded the motion.  A vote to ratify the corrections to the 
January 7th meeting was called.  The vote to ratify the January 7th, 2026, was unanimous and 
the minutes accepted. 
 
February 4th, 2026, meeting Minutes  
Mr. Hamel provided edits to the minutes to improve clarity and reduce potential confusion 
regarding terms describing items within the agenda.   Mr. Hamel motioned to accept the 
meeting minutes after corrections were applied;  Mrs. White seconded the motion.  A vote 
to accept the meeting minutes was called and the February 4th meeting minutes were 
accepted unanimously. 
 
March 18, 2026, meeting Minutes 
Mr. Hamel provided edits to the minutes to improve clarity.  Mr. Kiechle asked questions 
about votes and corrections within the minutes concerning votes and results.  Mr. Silvia  
motioned to accept the meeting March 18th minutes after corrections were applied;  Mr. 
Hamel seconded the motion. A vote was taken and the motion to accept the minutes was 
accepted unanimously. 
  
April 1, 2026, meeting Minutes 
Additional comments regarding the escrow list and the need to reduce table talk and 
review and correct the notes regarding escrow discussions on the 10 outstanding 
accounts.

Mr. Hamel motioned to delay acceptance of the April 1st meeting minutes until the June 3rd 
Zoning Board meeting; Mr. Silvia seconded the motion.  A vote was taken to delay the 
acceptance of the April 1st meeting minutes was unanimous and the motion passed.   
 
Escrow Discussion 
Discussion regarding confusion about the April 1st meetings’ discussion of the escrow 
accounts. Accounts with negative balances will be invoiced for the outstanding balances 
before beginning to close the accounts.  Missing data for account #361 - Father and Son 
needs to be corrected.   
 
Mr. Hamel made a motion to invoice accounts 364, 367, 369, and 375  with negative 
balances and moved to close them after reimbursement.  Mr. Hamel asked Mr. Kiechle if 
the search for records to rectify accounts had been completed.  Mr. Kiechle responded that 
all sources he was aware of have been reviewed and logged. Mr. Silvia motioned to close 
out accounts 365, 372, 373, and 374; and have the Administrative Assistant report back on 
amounts.  A vote was called and the motion to invoice accounts 364, 367, 369, 375  with 
negative balances and move to close them after reimbursement was accepted 
unanimously. 
 
Rules Edits 2026 
Board votes unanimously to delay edits to the 2026 Zoning Board Rules until June 3rd 
meeting. 
 
Other Business 
Mr. Hamel suggested to Mr. Kiechle to register for both sections (Zoning and Planning) 
Training held the weekend of May 9, 2026.  Once complete Mr. Kiechle will be able to use 
the provided links as training for Zoning and Planning Boards. 
 
Mr. Silvia adjourned the meeting at 7:02pm.
