The Committee approved numerous budget appropriations totaling over $1.8 million. Key allocations included $850,000 for the JFK Coliseum Chiller Plant and $206,998 for the 2025 JAG grant for regional law enforcement. Other significant funding approvals included $120,000 for opioid settlement and ARPA health programs, $110,592.72 for the Aged and Infirmed Shelter Project, and $68,900 for Homelessness Response. Several smaller allocations were approved for deferred maintenance, hazmat equipment, and dental programs. The Committee authorized the Fire Chief to extend the FY25 Hazmat Grant deadline to August 31, 2028. Additionally, they authorized the Police Grant Coordinator to apply for federal funding from the Project Safe Neighborhoods program, the COPS SAFER crisis response program, and criminal justice response grants. Finally, the Committee voted to allow department heads to apply directly for non-match requiring grants without prior Board approval and voted to expedite reports on items 1-6 and item 23 to the full Board. expenditure of funds in the amount of $106,395.33 for CIP 211723 Opioid Litigation 
Settlement Trust. 
 
On motion of Alderman Goonan, duly seconded by Alderman Barry, it was voted to 
approve.

Communication from Mayor Ruais requesting approval of the following Amending 
Resolutions and Budget Authorizations: 
• “Amending the FY2022, FY2023, FY2025 and FY2027 Community 
Improvement Program,authorizing, appropriating and transferring funds in the 
amount of One Hundred Twenty Thousand Dollars ($120,000) for the FY2022 
CIP 212322 ARPA - Community Health Worker Program, FY2025 CIP 611125 
Hope for New Hampshire Recovery: Hope Connections andFY2027 CIP 
C160060227 Aged and Infirmed Shelter Project” 
• “Amending the FY2023 and FY2027 Community Improvement Program, 
authorizing, appropriating and transferring funds in the amount of Fifty

Community Response Unit (CRU).” 
 
Mayor Ruais: I had a wonderful conversation earlier with Director Thomas, and I'll make 
this announcement at the full board as well. As we all know, and as you all know, having 
been former fire chiefs here, the City of Manchester has been tracking overdoses and 
overdose fatalities since 2015. For the month of August, it's the first month that the city 
has ever had, where there was not one recorded overdose fatality in the City of 
Manchester. So, obviously we all know the nature of the opioid epidemic can change

and can be highly variable. But I think this is evidence that the efforts that we've 
undertaken here as a city are working. They're showing progress, they're bearing fruit. 
And so I appreciate consideration of this abatement package and continuing the good 
work I think that's being done here on the board and, of course, throughout the city and 
our community workers who are doing the work on the ground.

Amending Resolution and Budget Authorizations providing for the transfer and 
expenditure of funds in the amount of $68,900 for CIP 611423 ARPA - 
Homelessness Response & Emergency Shelter Operations. 
 
On motion of Alderman Goonan, duly seconded by Alderman Vincent, it was voted to

expenditure of funds in the amount of $1,100 for CIP 712622 ARPA - Revenue 
Replacement - Roads & Sidewalks.

Amending Resolution and Budget Authorization providing for the transfer and 
expenditure of funds in the amount of $25,000 for the City's Special Event 
Reserve Account.

expenditure of funds in the amount of $850,000 for CIP C210070227 JFK

Alderman Terrio: We are getting $850,000 from the federal government, and that money 
has been awarded, and we are just accepting it? 
 
Chairman Burkush: Yes.

approve.

Communication from the Police Grant Coordinator requesting authorization to 
apply for funding from the BJA FY2025/2026 Project Safe Neighborhoods 
Formula Grant Program.

approve.

Communication from the Police Grant Coordinator requesting authorization to 
apply for funding under Category 1 of the FY 2026 COPS SAFER Outcomes: 
Enhancing Crisis Response Training for Law Enforcement Program. 
 
On motion of Alderman Vincent, duly seconded by Alderman Terrio, it was voted to 
approve.

Communication from the Police Grant Coordinator requesting authorization to 
apply for funding under Category 1 of the FY 2026 Grants to Improve the 
Criminal Justice Response to Domestic Violence, Dating Violence, Sexual 
Assault, and Stalking Program. 
 
On motion of Alderman Barry, duly seconded by Alderman Goonan, it was voted to

Communication from Alderman Vincent requesting that department heads be 
authorized to apply directly for grants that do not have any City-match 
requirements without prior approval from the Board.

expedite the committee’s report to the full Board.
