Call to Order: Anthony called the meeting to order at 6:03 PM. 2. Pledge of Allegiance 3. Roll Call 4. Election of Officers: Tony announced that the slate of officers for this year include himself for Chair and Susan for Vice Chair. Anthony asked for a motion to approved the election of the above officers. Tony so motioned and Mike seconded. All were in favor and the motion passed. 5. Approval of Minutes for July 16, 2026: Anthony asked if anyone had any changes to the minutes. Carol noted 2 minor corrections. Anthony asked for a motion to approve the minutes with corrections as noted. Tony so motioned and Carol seconded. All were in favor and the motion passed. 6. Public Hearings: a. Anthony updated the board about the denial of acceptance of the Camp Sentinel Site Plan Review Application. The Application was incomplete and missing key requirements. Anhtony has informed the Applicant of the deficiencies. Anthony asked for a motion to accept the decision to deny review of the incomplete application. Tony so motioned and Mike seconded. All were in favor and the motion passed. b. Anthony presented the amendments to the Site Plan Review Regulations and the Subdivision Regulations that were discussed at several previous meetings. Copies of these amendments are attached to these minutes. Anthony asked for a motion to adopt the amendments as written. Tony so motioned and Carol seconded. All were in favor and the motion passed. 7. Administrative: a. Anthony proposed 2 changes to the Planning Board Rules of Procedure as follows in bold: Tuftonboro Planning Board Minutes 8/20/2026 Article IV: C: The Chair shall preside over all meetings, hearings and manages the Board’s internal processes and staff if applicable... The Chair is the official Spokesperson for the Board; the Chair may appoint a single individual or himself/herself to review a timely application(s) and make recommendations to the full Board on its completeness. Anthony asked for a motion to adopt these changes. Tony so motioned and Mike seconded. All were in favor and the motion passed. b. Anthony gave an update to the Castle in the Clouds Regional Impact and noted that the issues that were discussed at the July Board meeting are still not clarified. No further information was made available. ¢. Susan gave an overview of Impact fees, which can be charged to developers when the development places more use on the Town’s capital projects. She explained that if the Town adopts such fees, the Planning Board is responsible for implementing and tracking the fees. d. Anthony asked for a motion to move the October meeting date from the 20" to the 8". Tony so motioned and Carol seconded. All were in favor and the motion passed. e. Anthony presented a suggested meeting minutes worksheet and asked the Board if they were in favor of using a sheet to record meeting minutes information. Anthony asked for a motion to adopt sheet. Tony so motioned and Mike seconded. All were in favor and the motion passed. f. Anthony asked the Board’s opinion on video recording meetings. Renumber the table of contents, and we need to add in Excavation as section VIII, (ensure that the other books, if they refer to the Site Plan Review section, that they are updated) then add in page numbers. New Section VIII — change all the others below it in Table of Contents. 3. Change 1.3 “TITLE” to Section 1.2 — These regulations shall be known and may be cited as the “Site Plan Review Regulations, Town of Tuftonboro, New Hampshire”. 4. ADD (new) a “JURISDICTION” SECTION 1.3 — The provisions of these Regulations shall apply to all lands within the boundaries of the Town of Tuftonboro. 5. B. Development activities that would result in remedies pursuant to RSA 676 include, but are not limited to: land clearing or grading; driveway cuts; road construction; utility installation; foundation work; or operating a use for which Planning Board approval is required. C. Initiating development prior to Planning Board approval does not result in any vested right to a project. A property owner does so at his or her risk of removal or restoration. Additionally, review of any subsequent application or request for approval shall be subject to heightened scrutiny by the Planning Board.
