The Dalton Select Board met on August 31, 2026, entering nonpublic session for personnel and legal matters, later sealing those minutes via roll call vote. A job posting will be created for a vacant highway department equipment operator position. FEMA approved reimbursement funds totaling $83,052.48 for July 2024 flood repairs, which the board accepted. The board approved the MS-1 report, acknowledging a software calculation issue requiring resubmission after correction. Dalton Select Board Meeting

Meeting called to order at 6:30pm by Jo Beth. Select Board members Jo Beth Dudley, Eric Moore and
Warren Green were present. Meeting available for public viewing via Zoom.

Public attendees: Cathleen Fountain, Adam King, Ron Sheltry and Michael Carrier. Via Zoom: Carol Sheltry
and Michael Miller.

After asking Adam and Ron if they needed to meet with the board in nonpublic and receiving confirmation
from both department heads, Jo Beth motioned to enter nonpublic session at 6:31pm for personnel and
legal. Eric provided a second with approval via roll call vote.

Jo Beth motioned to re-enter public session for personnel and legal at 7:27pm. Eric provided a second with
approval via roll call vote.

Jo Beth asked Adam to provide an update on FEMA road work. Adam stated it’s going along. He’s hoping
Blakslee will be done in the next two to three weeks. We are waiting on FEMA’s final approval for mitigation
on the Roads II contract including French, Big Hill, McGinty, and Mountain. The town received approval
from FEMA; however, it wasn't the ‘final’ approval. Jo Beth asked if the work would be done this season.
Adam stated it wasn’t likely and we would need to file for an extension. Since we are awaiting approval on
the submitted mitigation plan, we should have a strong case for that extension. Jeanette stated she will
discuss it on Tuesday on her monthly FEMA call. She will stress that point with them again. Jo Beth thanked
Adam and his crew for getting all the road work completed. He stated that there has been issues with
drivers going around machinery and road closed signs. Jeanette asked if all the headwalls were done on
Blakslee, but there are three that we are waiting to arrive — they were ordered in early June. He will be
checking with the fabricator on Tuesday.

Ron Sheltry stated that we should be getting a grant for one of our EMT’s A-EMT training class. He will need
to do some paperwork to apply for it.

The board signed accounts payable and payroll, and reviewed payroll direct deposit stubs.
The board reviewed and Jo Beth signed one pistol permit.

Jeanette provided the MS-1 for the board to review and sign. There is an issue with the software calculation
on the PILOT section. In order to not be late, the board will sign and we will submit it and then the board
can re-sign and we will resubmit once the software engineer corrects the glitch and the report prints
accurately. Jo Beth motioned to approve and sign the report. Eric provided a second with approval via roll
call vote.

Meeting minutes for August 17, 2026, were provided. Warren motioned to approve the minutes. Jo Beth
provided a second. Eric abstained due to his absence. Approval via roll call vote.

Nonpublic minutes 1, 2, and 3 from August 17, 2026, were provided for review and approval. Warren
motioned for approval. Jo Beth provided a second with approval via roll call vote. Eric abstained due to his
absence at that session.

Jo Beth asked if the traffic signs were posted on Big Hill and Blakslee yet. Jeanette confirmed she walked
with Adam and they placed posts where the signs will be installed, but they were not installed yet.

The last two remaining signatures were dropped off for the Special Warrant Article on Emergency
Temporary Zoning. The public hearing on emergency temporary zoning has been set for Saturday,
September 19, 2026, at 5pm. The special town meeting and vote has been scheduled for Thursday,
September 24, 2026, at 6pm. The notice was published on August 29, 2026, in the Caledonian and wil be in
the Wednesday, September 2, 2026, Salmon Press. Jay Ennis will moderate the hearing and has asked for
an agenda to follow. Jo Beth will provide a copy of the agenda and Rules of Procedure that were used in the
previous meeting from years ago. Warren stated that since this has been done before, it makes sense to
follow what worked previously. Jay can allow all comments, limited to 3 minutes each, and avoid repetitive
comments. Cathleen Fountain, Checklist Supervisor, stated they will be in attendance to handle the vote.
Jo Beth mentioned the voter’s checklist that should be used. Cathleen will use the most recent checklist,
as will be finalized at the state primary on September 8, 2026. Cathleen will look into the appropriate
‘ballot’ format for the vote.

Eric was not present at the DCC meeting; Michael Carrier was present and stated the biggest item was
Gina Damiano’s resignation from the commission. Michael stated they wanted to do a walkway at Forest
Lake to beautify the space. Jo Beth asked about the pollinator garden they wanted to do years ago.
Jeanette stated they decided not to pursue that. Jeanette thought there was an educational session
coming up on composting or something but she couldn’t remember.

The planning board meets this upcoming Wednesday so there is no update.

Jeanette provided the building committee update. Jay Ennis, Bob Fountain , and Cathleen Fountain were at
the municipal building on Sunday and worked on the overhang at the kitchen entrance. All the structural
improvements have been made and the only remaining work is the metal roof panels that have been
measured and cut but need to be fastened to the structure. Approximate cost was $112. Jeanette used her
personal card to get the town an additional 5% discount. We have a painting volunteer but the Town's not
prepared for that just yet. Jay also got a count of the window hardware that needs replacing. Eight to ten
sets will be needed and Jeanette can authorize the order to be placed.

Replacement of ceiling tiles in the gymnasium and the select board room: The gym has many obstacles
and height, so getting a contractor would be a better idea. The meeting room would cost $700 to $2000
depending on the panels chosen. Jo Beth stated the lights would be expensive to replace. Jeanette stated
the lights have LED bulbs in the tubes already. The fixtures are dated, but they’re LED and they work and
are functional and safe. Jay stated he could install some bracing for the ceiling fan in the meeting room. No
pricing has been received for the mini-split pricing from the mechanical contractor. No additional work
days have been scheduled at this time. Jo Beth thanked the volunteers on the committee for their hard
work,

The transfer station committee meeting was rescheduled for September 14, 2026, at 5:30pm. She asked
Michael Carrier if he wanted to provide any update and he stated NH Recycles was going to help get rid of

batteries and electronics. Recycling has been going well. NH Recycles donated their facility use deposit to
the town and provided a stipend for the town employees’ attendance at their recent meeting, held at the
Dalton Municipal Building. Everyone is commenting on how clean the transfer station is. Calibration for the
new pallet jack/scale is not yet scheduled. Jeanette will reach out.

The highway truck should arrive in January. The fire tanker grant funding approval hasn’t been received yet.
Ron stated that he was told it’s on a list that is usually approved. It’s got to make it through the federal
budget approval process and then it comes through the state.

At 8:06pm, the board paused the board meeting and went into the public hearing on receipt of
unanticipated funds. The town received $83,052.48 from FEMA for reimbursement on road repair and
mitigation work due to the July 2024 flood event. Jo Beth asked if anyone had questions regarding the
funds. Seeing as there were no questions or comments, Jo Beth motioned to accept the funds. Eric
provided a second with approval via roll call vote. Jo Beth adjourned the public hearing and return to the
board meeting at 8:08pm.

The MS-434 is due on September 1, 2026. Jeanette provided the collected revenue through June, with
some of the revenues through July. The Board considered the anticipated revenue figures. Discussion
ensued on the items individually and some updates were made. Warren asked why we would update the
numbers for 2026. Jeanette stated that we have to update the numbers so DRA knows whether we are on
track or not for our revenues. Jo Beth stated that the municipal accounting process is not always intuitive.
NHMA is holding a training on municipal finance and budgeting in Littleton on 9/24, if any board members
are interested. Jo Beth motioned for Jeanette to make the changes in anticipated revenue and submit the
report. Eric provided a second with approval via roll call vote.

Ron asked about the final draft of the Hazard Mitigation plan. Jeanette stated that the hard copy in the
office, and Jo Beth noted it was also distributed via email. Ron stated the (Emergency Operation Plan) EOP
plan is almost complete. The mitigation plan was completed and the town was already reimbursed for the
cost awarded in the grant. Ron stated that grant is over now, until the next round.

Primex sent a letter regarding firefighter’s worker comp coverage costs. These costs are expected to
increase. Assumed payroll costs will increase to better cover the anticipated costs influenced by claims
and statutory requirements. The information will be helpful for the 2027 budget meetings.

The utility assessment from Sansoucy was received. Jeanette provided a copy to the board for review. The
PILOT contract with Ampersand Gilman Hydro is in place through 2027. No action is needed from the
board for the assessment.

The town received a letter from CN Brown stating that the town is no longer eligible for special pricing
because we didn’t renew the contract by June 30, 2026. No notice was previously received. Jeanette will
ask if a new price can be determined for the new heating season.

Anotice was received from the NH Employment Security stating that our positive reserve ratio is allowing
them to provide us with a reduced unemployment tax from 1.7% to .7%. It’s effective for the 2027 year.

Jeanette is all set for the election. She will provide meals for election workers -- sandwiches for lunch and
pasta for dinner. She will prepare the items while she is here on Labor Day afternoon. Ballot clerk training
