Office of Selectmen 
Meeting Minutes 
Tuesday, August 11, 2026 
  
Attendees: Chairman Gene Chandler, Selectman Vicki Garland, Selectman Ron Munro 
 
The meeting was called to order at 3:59 PM. 
 
 
The Pledge of Allegiance was led by Selectman Chandler. 
 
Selectman Garland stated that due to a scheduling conflict with the next Selectmen’s Meeting, the date of the 
meeting will be changed to Wednesday, August 26, 2026, at 4:00 p.m. so that the full Board of Selectmen can 
be present. 
 
Jeff Bryan of the Bartlett Jackson Transfer Station attended the meeting to relay his interest in the Transfer 
Station Manager position to the Board of Selectmen. Jeff, who has been employed at the transfer station since 
2022, thanked the Selectmen for taking the time to meet with him. He stated that he is very interested in 
becoming the manager and would like to be a part of the search for new employees as the need arises. 
Selectman Munro asked Jeff if he had changed his mind, as he understood that Jeff was not interested in the 
position. Jeff stated that after a lot of consideration, he has decided that this decision would be the best for 
himself and his family. Selectman Garland asked Jeff if he is aware of the responsibilities that the job entails. 
Jeff stated that Bob Blake has taught him a lot through the years and that he feels he knows what the job 
entails. Selectman Garland stated that it is a positive thing to have someone who will be able to jump into the 
role when it is available.  
 
Administrative Assistant Amanda Gagnon stated that Town Clerk/Tax Collector Cheryl Nealley has asked the 
Board of Selectmen to come up with a written policy on how to handle making change, with the penny moving 
out of circulation. TC Nealley relayed to AA Gagnon that she has been bringing pennies from home but that 
after a while, they will no longer be able to make exact change. The Selectmen will discuss the issue and come 
up with a written policy. 
 
As a crowd had already gathered and there was a non-public session scheduled for the next topic, Selectman 
Chandler addressed the room to state that the Board had discussed the proposed relocation of the Mt. Stanton 
trailhead to Allen Road and are opposed to the change. Selectman Chandler stated that people are welcome to 
stay for their scheduled time of 4:45, but that there is a non-public meeting scheduled that they would need to 
excuse themselves from. The group decided to stay for their meeting time and moved out into the lobby while 
the non-public session was taking place.  
 
Selectman Garland made a motion at 4:04 PM to enter into nonpublic session pursuant to RSA 91-A:3, II (a) 
for a personnel issue. Selectman Munro seconded the motion. Roll call vote GGC- yes, VLG – yes, RTM – yes. 
 
Selectman Munro made a motion at 4:30 PM to end the nonpublic session and seal the minutes. Selectman 
Garland seconded the motion. Roll call vote GGC- yes, VLG – yes, RTM – yes. 
 
The group who came to discuss the Allen Road trailhead rejoined the meeting.  
 
Heather Forbes, School Board Liaison to the Board of Selectmen attended the meeting to inform the 
Selectmen that the School Board may have come up with a viable option for school bus parking this winter. 
Heather stated that the School Board was offered a spot near Patch’s Market, but that they would need to have 
the Highway Department make a pass through with their plow when it snows. Heather stated that she had 
another issue to bring up, which was that during snowstorms, the bus drivers have stated that they need the 
steeper roads, such as Glen Ledge, plowed by 6:00 or 6:30 AM. Selectman Garland stated that this issue has 
never been brought up and asked if something had changed. Heather stated that it only became a problem as

of last winter. Selectman Chandler will meet with the Road Agen to discuss the school bus parking area and 
the plowing. 
 
Burr Phillips of Civil Solutions attended the meeting to discuss a driveway permit he has submitted for his 
client (6WSTSD-80-L01). Burr asked the Selectmen if they had any questions or concerns on the permit. As 
there were no concerns and the Road Agent and Fire Chief have already signed the permit, the Selectmen 
approved it and AA Gagnon will mail a copy to the property owner and get a copy to Burr via email on 
Wednesday morning. 
 
James Innes, District Ranger of the United States Forest Service, along with Robin Innes of the Forest Service 
attended the meeting, along with several residents of Allen Road to discuss the proposed Mt. Stanton trailhead 
on Allen Road. Selectman Chandler stated that based on the information the Selectmen had received and an 
email from District Ranger Innes outlining the changes and potential impacts the project would have on the 
area, they have unanimously agreed that Allen Road is not a suitable option for a new trailhead and that this is 
their final answer. District Ranger Innes detailed the work that the Forest Service has put into the project, 
such as sketching a location for a trail, preliminary surveying, discussing the impacts to the road and that after 
hearing from the local residents he agrees that Allen Road would not be a suitable option for a new trail. 
Selectman Chandler then opened the meeting up for public discussion. Bob Sisson asked to clarify that this 
means there will be no new path from Allen Road. District Ranger Innes stated that there will be no new trail. 
Jeff Patch spoke up and stated that he attended the meeting to voice his strong opposition to a new trailhead 
on Allen Road. Jeff provided the Selectmen and the group with a brief history of Allen Road and stated that his 
family was among its first settlers and that his family has a history with Town governance. Jeff stated that he 
has had years of consulting on environmental projects and that in this instance he wants the environmental 
impacts avoided, citing traffic on Hurricane Mountain Road, Kearsarge and Diana’s Baths as examples of the 
impact this relocation could have on Allen Road. Jeff submitted a letter for the record. (See attached here). 
Jeff thank the Board of Selectmen for holding the meeting  and stated that he is very happy to hear that this 
project is not going to happen. Richard Patch submitted a Right-to-Know request to AA Gagnon for public 
records associated with the current trailhead, along with those associated with the proposed relocation and 
any records on Allen Road easements. Richard thanked his neighbors for attending the meeting and extended 
gratitude to Selectman Chandler who acted immediately on addressing his and his neighbors’ concerns. 
Selectman Chandler stated that they should be thanking District Ranger Innes. Ranger Innes stated that his 
recommendation would be to leave the trailhead where it is currently located and to remove the no parking 
signs that the Town has put up along Covered Bridge Lane. Ranger Innes suggested putting up signs to 
indicate where parking is permitted and stated that the Forest Service will monitor the area. Selectman Munro 
stated that there needs to be some restrictions on parking in the area of the current trailhead, as he has seen 
the road lined with cars parked along both sides at times. District Ranger Innes asked if that happens 
regularly. Selectman Munro stated that it does happen regularly and the neighborhood needs to be protected 
by some regulations. District Ranger Innes stated that the trailhead on Covered Bridge Lane was built for 
average use and that Allen Road could not handle that. He stated that because Covered Bridge Lane is a paved 
road, it is much more resilient and that while not ideal, is still a better answer than a relocation. District 
Ranger Innes stated that there are also lot of locals who park there to run or walk pets. Richard Patch stated 
that he has some questions on the ownership of Allen Road and that he would like to see supporting 
documents. Richard also asked who the Town thinks owns the Road and where he can see documents on a 
Town level. District Ranger Innes provided a map showing that Allen Road is a Class VI Road until the 
boundary of the forest service land, at which point, ownership of the road belongs to the Forest Service. 
District Ranger Innes explained that when the government acquired the land under the Week’s Act, it was 
posted that anyone with claim to the land should step forward to receive easements to the land, but that most 
Towns did not want to take that option. District Ranger Innes explained general road ownership and rights 
and urged the residents of Allen Road to email him to be under a special permit, which outlines a maintenance 
schedule and allows them to maintain the road. Jeff Patch stated that he vehemently disagrees with District 
Ranger Innes’ take on the Forest Service’s acquisition of the land and that it does not mean that property 
owners relinquished their rights. Jeff stated that he has done a lot of research and has also put in a formal 
request with the Forest Service for ownership information on Allen Road. Jeff asked the Selectmen if they 
were interested in a future discussion on the road ownership. Selectman Chandler stated that they will take a

look at what Jeff has. The group then thanked the Board for their time and excused themselves from the 
meeting. 
 
Selectman Garland made a motion to approve the minutes from the Selectman’s Meeting on July 28, 2026. 
Selectman Munro seconded the motion. Roll call vote GGC- yes, VLG – yes, RTM – yes.  
 
There being no further business, the meeting was adjourned at 5:07 PM.
