TOWN OF WENTWORTH
BOARD OF SELECTMEN
MEETING MINUTES

July 7, 2026

Present: Rick Ducheneau, Brian DuBois, Chief Trott, AA Gove
Ron Giroux, Phil Chandonnet, Kim Chandonnet

R Ducheneau called the meeting to order at 5:00 PM and led the Pledge of Allegiance.
R Ducheneau reported he is working on the Flood Plan report.

Chief Trott gave his report, attached.

Chief Ames was not present, report submitted, attached.

P Chandonnet reported the compactor has a leak, he thinks it is a valve, it has used 7 gallons of
hydraulic fluid. R Ducheneau asked that Phil get the compactor serviced.

Discussion regarding the picnic table at Riverside Park being in disrepair. Chief Trott will ask the
Highway Dept to pick up the table.

R Ducheneau made a Motion to go into Non-Public session pursuant to RSA 91-A:3, II (c), 2"¢ by
B DuBois, all in favor.

R Ducheneau made a Motion to end the non public session and go back into public session, 2"
by B DuBois, all in favor.

R Ducheneau made a Motion to Seal the minutes, 2"4 by B DuBois, all in favor.

R Ducheneau stated the purpose of the non-public was to discuss an unpaid tax issue and
payment arrangement.

R Ducheneau made a Motion to go into Non-Public session pursuant to RSA 91-A:3, II (c), 2"¢ by

R Ducheneau made a Motion to end the non-public session and go back into public session, 2"

application.

WPD Activity Report
Presented 07/07/2026

Please note that the following is a summary of notable activity conducted by the Wentworth
Police Department, (WPD), but does not reflect “all” of WPD’s activity during this time frame.

| would like to report on some administrative updates that we have completed over the last few
weeks, this is work that is done behind the scenes that most don’t realize is being done, and it
usually involves both myself and our office manager Martha. Having said that the majority of
the administrative paperwork is completed by Martha.

We have finished completing our second quarter required reporting for the New Hampshire
LAP Program, this is short for Lethality Assessment Program. It is a data collection program that
law enforcement agencies are part of and requires us to submit quarterly any and all domestic
violence related cases that we have dealt with and whether or not they screened into the
program and at what level.

We have been busy processing 911 addresses, both for residential properties as well as
business/commercial properties. This is a process requiring both Martha and | to work as | have
field work to do regarding the requests and she completes and submits the digital applications.
A point of interest to all, the New Hampshire 911 address assignment center is extremely busy
with the applications. Part of the increase in the processing is due to a new policy that New
Hampshire DOT had adopted requiring that all DOT sheds across the state, that has a “fueling
site” on their property, must now apply for and obtain an additional 911 address for the fueling
site even though the DOT shed itself has an established 911 address. We are also in the process
of attempting to process some requests to have evidence returned and or destroyed that we
are in possession of from cases from the past. This as well is a time-consuming process
requiring each case to be hand pulled, researching the disposition of the case, then backfilling
that information into evidence/property destruction forms and submitting them to the court
for processing. Once this has been approved, we then schedule the return or the destruction of
the property, and after doing so, we then need to complete forms documenting the return and
or destruction, and submit them to the court for the purpose of documentation. Then each
individual case needs a supplement attached to it showing that the evidence/property in that
case was either returned and or destroyed. Like | said, a very lengthy timely process.

We have been approved for another OHRV Grant which allows us to work to ten (10 three (3)
hour OHRV patrol details at no cost to the town. This also requires administrative follow up as
separate invoices and forms need to be completed and sent in to NHF&G for reimbursement,
but we are grateful for the grant and the monies supplied at no cost to the Town.



Our ADT security cameras system has been repaired and is up and operational again after
having been knocked off line and the system having been reset due to the last two storms we
had followed by power outages.

This is just a reminder that this weekend if the Warren Old Home Days as well as the Prouty
Race. There will be an increase in motor vehicle activity and bicyclist riding the Prouty. They will
be coming into Wentworth from Orford on Rte#25-A, where they will turn right onto Rte #25,
and then left onto East Side Road where they will travel back around to Rte#25 where they will
then turn right and travel into Warren.

July 4" was relatively uneventful, we did have a fireworks complaint with a concern about the
potential of them starting a fire due to the hot weather we have been having. There was a call
regarding a possible fraud attempt but fortunately information was not given out.

There is a new scam resurfacing where people are being contacted either by e-mail and or text
message, or phone message advising that they are being notified of an unpaid traffic ticket and
if the matter is not resolved within a specified time frame an arrest warrant will be issued.
Although the information looks authentic, it is NOT. | encourage everyone to verify information
like this by calling the court system and or the police department if that information is given,
and to use the phone numbers in our court system, NOT the phone numbers left in the
messages. | as well have received one today on the WPD cell phone. They are a SCAM.

Medical response overview

For all medical calls, Wentworth responds with Engine 2, which meets EMS requirements and carries BLS equipment for
initial life-saving needs.

Our normal medical response includes three to four Wentworth firefighters who are EMR- and EMT-trained, along with
two and sometimes three additional firefighters who are student trainees completing EMT classes or final testing. These
trainees assist with equipment on scene and learn from the licensed responders.

Our average truck response time is five to six minutes from the time of tone to responding.

Training program updates

We have added another Wednesday training night to the program, creating four Wednesday in-house training sessions
per month. The added night is focused on medical training.

Medical training includes scenario-based patient assessment practice, splinting, bandaging, and other related skills.



The most recent training covered oxygen therapy, the various items used during oxygen therapy, what is carried in our
EMS bags, and familiarization with item locations.

All trainings follow state and national requirements, and we operate under Speare’s medical direction.
