B. Cemetery Board Meeting Update regarding Pine Hill Cemetery 
 
5. NEW BUSINESS 
 
A. City of Dover Conditional Use Permit for Mitchell Dollins, (Owners: Jehovah’s Witnesses, Inc), Map A, 
Lot 16-H, zoned R-12, located at 77 Long Hill Rd. Proposal is to update a parking area, there is currently 
17,300 sf of impacts to the buffer, the proposal will not result in additional total permanent impacts to the 
buffer. There are no proposed direct impacts to the Wetland. (COND-2026-0034) 
 
B. City of Dover Conditional Use Permit for Ethan and Stephanie Ward, Map A, Lot 39-2, zoned R-40, 
located at 7 Fieldstone Dr. Proposal is for a residential Accessory Dwelling Unit located within the 
wetland buffer. The proposed unit overlaps an existing walkway, the total impacts are 1,433 sf, new 
impacts including the existing walkway would be 877 sf. (COND-2026-0038) 
 
C. City of Dover Conditional Use Permit for Christopher and Genevieve Croasdale Trustees of the 
Croasdale Family Revocable Trust Map L, Lot 22, zoned R-20 and Riverfront Overlay, located at 105 Spur 
Rd. Proposal is seeking relief from the Conservation District for construction of a 24’ x 24’ garage and a 
10 ft wide deck addition. Resulting in 1450 sf of permanent impacts and 600 sf of temporary impacts.
