Committee on Human Resources/Insurance - 09-01-26 HR MIN

The Committee on Human Resources/Insurance, chaired by Alderman Goonan and attended by Aldermen Sapienza, O’Neil, and Burkush, approved four requests on September 1, 2026. The Human Resources Director received approval to add one full-time Payroll Administrator II position (grade 117) and upgrade one Benefits Manager position from grade 118 to 119. The Aviation Director secured approval to create two Accountant II positions (grade 113) and eliminate two Accountant I positions (grade 108). Additionally, the Assistant Chief of Police received authorization to add two full-time Parking Control Officer positions. For all items, the committee voted to expedite their reports to the full Board. The meeting adjourned at 6:27 PM. September 1, 2026 Immediately Following Committee on Administration 
 
Chairman Goonan called the meeting to order. 
  
The Clerk called the roll.

Aldermen Goonan, Sapienza, O’Neil, Burkush 
 
Absent:

1. 
Communication from the Human Resources Director requesting the creation and 
addition of one (1) full-time Payroll Administrator II position, grade 117, to the 
department's complement. 
 
On motion of Alderman O’Neil, duly seconded by Alderman Burkush, it was voted to 
approve. 
 
On motion of Alderman O’Neil, duly seconded by Alderman Sapienza, it was voted to 
expedite the committee’s report to the full Board.  
 
2. 
Communication from the Human Resources Director requesting that one (1) 
Benefits Manager position be modified from grade 118 to grade 119, and that the 
position's class specification be updated. 
 
On motion of Alderman Burkush, duly seconded by Alderman Sapienza, it was voted 
to approve. 
 
On motion of Alderman O’Neil, duly seconded by Alderman Burkush, it was voted to 
expedite the committee’s report to the full Board.  
 
3. 
Communication from Tom Malafronte, Aviation Director, requesting the following 
changes to the department's complement: 
• Create two (2) Accountant II positions, grade 113 
• Eliminate two (2) Accountant I positions, grade 108 
 
 On motion of Alderman Burkush, duly seconded by Alderman O’Neil, it was voted to 
approve. 
 
On motion of Alderman O’Neil, duly seconded by Alderman Burkush, it was voted to 
expedite the committee’s report to the full Board.  
 
4. 
Communication from Ken Loui, Assistant Chief of Police, requesting the addition 
of two full-time Parking Control Officer positions to the Parking Division 
complement. 
 
On motion of Alderman Burkush, duly seconded by Alderman O’Neil, it was voted to 
approve. 
 
On motion of Alderman O’Neil, duly seconded by Alderman Burkush, it was voted to 
expedite the committee’s report to the full Board.
