Water & Sewer Meeting (minutes)

Commissioners approved July 7 and 16 meeting minutes 2-0. Regarding 14 Main Street's sewer connection for St. Mary's Bank, DES permitted connection during a moratorium, but commissioners will request DES also allow two Main Street duplexes to connect. Administrator Dennis Koch requested two billing error abatements: $2,083.85 for 85 Calef Highway and $569.25 for 24 Pleasant Street. Commissioners approved these 3-0. Production totaled 214,000 gpd in July. Elm Street meter pit work is complete. Hoar Pond project pre-construction occurred. Septage received was 30,708 gallons. Crane repairs are finished. Train 3 recovery cleaning begins next week. TA Jake Roger noted 10% forgiveness on the $38M bond, potentially doubling with Senator Shaheen's bill. The meeting adjourned at 1:50 PM. WATER & SEWER COMMISSION MEETING MINUTES
August 4, 2026

Attendance:

Chairman Adam Munguia, Commissioner Mike Fecteau, Commissioner Tom Dwyer

W&8S Administrator Dennis Koch, Water Operator Anthony Shea, Sewer Operator Bruce Baine,
BOS Rep. Tom Gauthier, TA Jake Roger

1. Call to Order:

Commissioner Munguia called the meeting to order at 1:00 PM in the Epping Town Hall.

The Pledge of Allegiance to the Flag followed.

2. Approval of Minutes: Motion by Commissioner Dwyer to approve the minutes of July 7
& July 16, 2026 as submitted. Seconded by Chairman Munguia. Motion carried 2-0.

3. Appointments: Nick Bouchard of EEI came’in to discuss a sewer connection at 14 Main
Street for the new St. Mary's Bank. DES has made an exception to allow them to connect during
the moratorium. A discussion followed. The WSC feels we should ask DES again to allow the
two duplexes on Main street to connect also. It's not fair to allow one but not the other two. JR
will write a second letter to DES seeking permission for all three projects to connect.

4. Water Operator’s Report: Anthony Shea reports that we produced 214,000 gpd in July.

Work on the Elm Street meter pit has been completed, a new meter and back flow devices were
installed.

Water exploration continues with several new permissions obtained.

A pre-construction meeting for the Hoar Pond project was held.

Met with Block5 Technologies regarding cyber security at the WTP.

APH is working on repairing the mini splits after mouse damage was found.

5. Sewer Operator's Report: Bruce Baine received 30,708 gallons of septage. Testing has
been within range, will look to add additional haulers.

Replaced the grit hose, working on the blower.
Train 3 recovery clean will begin next week.
Repaired three air leaks in train 3.

Relocated level transducer in tank 3.

Failed recirculating pump was replaced with a spare on hand.

Adding outside warning light system for the septage and headworks buildings.
Crane repairs are complete.

6.Administrator’s Report: Dennis Koch requested the following abatements:
85 Calef Highway, $2,083.85 due to billing error.

24 Pleasant Street, $569.25 due to billing error.

Motion by Commissioner Dwyer to approve the two abatements. Seconded by
Commissioner Fecteau. Motion carried 3-0.

Dk presented the second round of comments for the Kimball Crossing water line extension.
7. Commissioner's Reports:

Commissioner Fecteau: Nothing.

Commissioner Dwyer: Asked about any GIS progress, not much to report.

Chairman Munguia: Thanks to Jake and Mike.

BOS Rep Gauthier: National Night Out is happening at the school tonight from 4-7.

TA Jake Roger: We have received 10% forgiveness on the $38M bond, which could double
with Senator Shaheen's bill.

Motion to adjourn made by Commissioner Dwyer. Seconded by Commissioner Fecteau
Motion carried 3 — 0.

Meeting adjourned at 1:50 pm.
