Also in attendance was Carina Park, County Administrator. The meeting was called to order by Chair Spanos at 5:17 PM. Pledge of Allegiance: The Commission recited the Pledge of Allegiance. Minutes: Motion by Vice Chair Waring to approve the meeting minutes from August 24, 2026, as written. Seconded by Commissioner Hodges 3-0. Motion passed. Calendar: The Commissioners reviewed their upcoming calendar and agreed to hold a budget work session on Saturday, November 7, 2026. Previously Signed Documents: Motion by Commissioner Hodges to accept previously signed documents as presented. Seconded by Vice Chair Waring. 3-0. Motion passed. Department Update-Supervision Program: Tricia Thompson, Supervision Program Director, provided an update on the office’s supervision program and recent accomplishments. Thompson reported that all staff are now NAPSA certified for pretrial services, strengthening the office’s ability to provide consistent and effective pretrial supervision. The office currently supervises 135 pretrial clients, 38 adult diversion clients, and 11 juvenile program clients. Thompson also highlighted the implementation of a new community service program designed to provide an alternative resolution for minor violations by allowing clients to complete community service rather than proceed through the court process. To date, participants have collected approximately 2,946 pounds of trash through community cleanup efforts. The office has also collected $5,647 in program fees and $1,011 in restitution, with collections exceeding projections. Thompson further reported that the office is planning to relocate to a new space within the courthouse by the end of the year, which will provide an improved location for the supervision programs. Award bid for Jail Sprinkler Head Replacements: Facilities Director Jon Bossey presented a summary of proposals for the replacement of jail sprinkler heads and recommended awarding the work to Hampshire Fire for $82,000. Following discussion, a motion was made by Vice chair Waring to accept the recommendation as presented. Seconded by Commissioner Hodges. 3-0. Motion passed. Bossey reported that the project was originally bid with three contractors submitting proposals, with Turnstone Corporation at $909,600, KPMB at $869,000, and True North Management at $780,790. Following the bid process, Bossey negotiated with True North Management and reduced the project cost by $325,890 to $454,900. The reduction was achieved by restructuring the plumbing scope and dividing the project into 12 phases, with the negotiated contract addressing three of the 12 phases. Bossey noted that $405,627.06 is currently available in the CIP budget, resulting in a $49,272.94 funding overage. Discussion ensued. Motion made by Vice Chair Waring to approve the contract with True North Management for $454,900 and authorized to overspend the line to facilitate the project. Seconded by Commissioner Hodges. 3-0. Motion passed. Consideration and Acceptance of the (3) Year DNCR Contract For the Use of The Radio Tower for Dispatch: Sheriff Bill Wright requested approval to accept the (3) year DNCR contract for the use of the radio tower for dispatch. Discussion followed. Motion by Commissioner Hodges accept as presented. Seconded by Vice Chair Waring. 3-0. Motion Passed. Other: County Administrator Park shared a letter from Rick Demark of the Conservation District. Demark noted that the Conservation District would be submitting its budget shortly and requested a meeting with the Board of Commissioners following the submission. The Commissioners recommended that Demark attend the Commissioners’ meeting on 9/21 to discuss the budget request. Public Comment: There was none. Non-public session in accordance with RSA 91-A:3, II (a): Motion by Chair Spanos to enter nonpublic session pursuant to NH RSA 91-A:3, II (a). Seconded by Vice Chair Waring.
