ENFIELD ENERGY COMMITTEE 
January 27, 2026 
MINUTES 
Meeting called to order at 6:00pm 
 
Attending: Jo-Ellen Courtney, Tracy Young, Kim Quirk,  
Marta Ceroni, Val Stinson, Jerry Roberts, Cathy Pelton 
Joined in person at 6:30: Wendell Smith 
 
December 2025 minutes 
MOTION: To approve the minutes from December 9, 2025 with one adjustment.  Jo-
Ellen had an action item to provide CPCNH info about the rates for the newsletter - it 
was not regarding refreshes.  Approved unanimously. 
 
Regional Energy Committee Collaboration Meeting 
On January 13, 2026 Cathy and Val attended this regional collaboration meeting at the 
Kilton Library in Lebanon.  Cathy & Val noted that some other communities attending 
the collaboration include much wider subjects such as pollinator gardens and 
waste/recycling and ebike charging stations. 
 
The Regional Energy Committee discussed meeting either quarterly or twice per year 
where either presentations of current local topics are presented or round tables are held 
for discussion amongst the different town committees. 
 
There may be opportunities to join other towns in the Upper Valley for various events or 
workshops.  Window Dressers is an idea that has been discussed at the Energy 
Committee before and could work well with a multi town effort as it is recommended that 
volunteer levels are 70+ people to hold the event.  The Enfield Energy Committee could 
provide the Window Dresser information to our town’s residents for them to do 
individually in place of setting up a whole program. 
 
Bill Sterns from Lebanon is working on an ebike charging station that Enfield may be 
interested in checking out as an option to provide something similar at Lakeside Park 
Pavillion. 
 
ACTION: Cathy will pursue more information with Bill Sterns. 
 
Energy Coaching and weatherization audits were other ideas that came from the 
collaboration meeting. 
 

Doug Cogan from CENH will attend our Energy Committee meeting next month.  He is 
a Circuit Rider focused in our area of NH to help us think about how to get NHSaves 
money or information on renewables or energy audits. 
 
ACTION: Val will review the CENH flyer of "Overview of Local Energy Resource" about 
what Towns can do and how the Circuit Riders do.  
Solar Exemption 
NH 2026 House Bill 1002 regarding the removal of solar exemptions in NH received a 
lot of attention and opposition but did pass the House. 
 
MOTION: Jo-Ellen moved that we draft a letter as the Energy Committee to the 
Selectboard asking that the Town of Enfield officially oppose 2026-HS-1002.  Val 
seconded this motion.  Approved unanimously. 
 
ACTION: Val will prepare a letter to the Selectboard. 
 
Community Power Update 
Kim presented at the last Selectboard meeting to discuss the refresh of residents and 
the timing for rate setting (which happened on Dec 18, 2025). 
 
Jo-Ellen provided a few copies of the flyer that goes out to each ‘refreshed customer’ 
whether they are new to Enfield or returning to Utility default rate. 
We haven't promoted the Enfield Local Rate yet, because it is higher than the Utility 
default rate.  We will wait until February or March to state the rate on the listserv.  
Energy Usage Data 
Cathy will try to commit more time to doing some data collection.  Jo-Ellen has 
completed 2023-2024 and will start on 2025.  We’ll check back in at the February 
meeting. 
 
Earth Week Open House 
Co-sponsor the second annual open house - business or homes with energy efficiency, 
renewables, EVs.  They would like help promoting and publicizing the event and they 
are seeking site hosts. 
 
ACTION: Val will begin to promote on our Town Newsletter.  
ACTION: Cathy to ask Alisa if there is a town Facebook page. 
 

The Energy Committee Budget for 2026 is $1,000. 
 
Solar Community 
ACTION: Kim will contact the Solar Gardens Community Solar to see if we can 
participate. 
 
ADU workshop at Enfield Town Hall 
Wendell described his visit to the workshop that the Town provided to encourage ADU 
buildings in Enfield. 
 
Kim moved to adjourn; Cathy seconded.
