No one attended the meeting in person. No one attended via Zoom.
Chair Tilley opened the Energy Committee meeting at 6:00 p.m.
Approval of Draft Minutes:
Joe Schmidl motioned to accept the August 12th, 2026 draft minutes as written.
Lorna Carlisle seconded the motion passing unopposed.
Energy Audits:
Joe Schmidl had not received a report yet. The audit is requesting a copy of the most recent
energy bills. MA Wasil will get those to him. Kevin O’Neil asked about a timeline. Schmidl noted the
audit had asked when the Town would be completing projects. Schmidl had noted it determined on cost,
small projects could possibly utilize the Building Projects fund but big projects would require a town
meeting vote.
Town Building Interior Transformers:
The Town Buildings currently do not have any transformers. Town Hall has a similar box but it is
likely for forced hot air.
Capital Reserve Fund:
The committee discussed how to get a CRF for energy started. Schmidl noted the Planning Board
and Selectboard work together to come up with the Capital Improvements Plan. Lorna Carlisle noted
someone would have to draft the Warrant Article.
Highway Garage:
Carlisle noted she attend the meeting for the Highway Garage draft bid document, and that
Selectman Hostetler had briefly discussed keeping the options for heating open. MA Wasil noted the
wording in the final bid document was open for the office space but propane for the garage area. The
committee felt the entire system should be up for options. Multiple members noted keeping cost down
was good but if the options are limited in the bid document, alternative sources that could be more
efficient and cost saving, won’t be considered.

Bob Irving noted insulating the slab would also help heat the building efficiently.
The committee will express their opinion to research all options to the Selectboard. Carlisle will
reach out to TA Rollins to be put on the next Selectboard agenda.
Carlisle was curious if other towns had built similar buildings with newer technology. Irving noted
Warner would possibly be one and he will reach out to them.

Chair Tilley noted he would like to see some resources for residents added to the Energy
Committee Webpage. Links for energy audits, fuel assistance and solar exemptions were discussed.
