The Budget Committee voted 8-0 to approve minutes from April 22, 2026. Jane Fortson reported the 2025-26 school budget will likely return money for tax reduction, with final numbers due in September or October. Kathryn Lynch and Jodie Holmquist stated town financial data through May 31 is preliminary due to a new reporting system, with updates expected in August. The committee agreed to create its own meeting agendas and post notices at T-Bird, Main Street Market, and Town Hall, though no assignee was chosen. Retaining quarterly tax billing was decided to maintain necessary cash flow. The town is over budget on legal expenses due to abatements and a $19,000 settlement regarding 2013 and 2015 tax filings. Auditors will arrive in two weeks. The next meeting is September 16 at 6:30pm at the Town Hall Selectman Room. Budget Committee Notes for July 15th at 6:30pm at SAU office. Committee Members In Attendance: Dennis Nadeau (Chair), Ken Howe (Vice Chair), Stephanie Carle, Alex Duso, Bill Nebelski, April Anderson (School Board Rep), Dan Seymour, Stephanie Carle Also in Attendance: Jane Fortson ( SAU Buiness Administrator), Kathryn Lynch (Town Administrator), Jodie Holmquist (Finance Director), Steve Naeck (SAU Facilities Director) Not in Attendance/Excused: Karen Johnson, Michael Bomba, Selectman Rep. Notes written by April Anderson (Budget Secretary) 7/15/2026 • Meeting opened by Dennis N. @ 6:37pm • Approving of Minutes from April 22, 2026 motion made by Dan S. - 2nd by Alex D. Voted 8-0 passed • Update on School Budget for 2025-26 given by Jane F. : still waiting on some bills to come through so they can close out the year. Should have money to send back for reduction in taxes. Handouts given to committee along with revenue sheets. Will have final numbers September/October area. Questions asked and answered. Will have about 30 Winchester students next year coming into 9th grade. They had 3 from Winchester this year. • Update on Town given by Kathryn L. & Jodie H. : Still learning new system so some numbers given today about are through May 31, 2026. Some numbers are not accurate but wanted to give Budget committee something. May have more info at Budget’s August meeting. End of year budget is tight and Revenue was not available due to still setting up new system. New system will provide much better reports than old system and Budget will look different for this year. • Kathryn asked Budget Committee to take over making the Budget Committee’s Agenda for meetings and to physically posting notices for their meetings at T-Bird, Main Street Market and Town Hall. Discussion was had and consensus was that the Budget Committee could do that but no decision was made about who would do the postings. • Discussion was had about moving away from quarterly tax bills but was determined it would effect cash flow too much. November is always tight. • Town Budget discussion was had: Legal is over Budget due to Abatements processed and 2019-2022 settlement (town had to pay). Items just found not to be filed within the 2013 & 2015 tax filing settled for 19,000 after fighting it. Auditors will be in to go through stuff in a couple weeks • Next meeting scheduled for Sept 16th at 6:30pm @Town Hall Selectman Room. • Meeting Adjournment: Motion made by Ken H. - 2nd by Alex Duso voted 8-0 passed • Budget Committee took tour of Elementary School and Middle High School directed by Steve N. after close of meeting.
