7/20/2026 Meeting Minutes

The Select Board approved meeting minutes from June 25, July 6, and prior nonpublic sessions via roll call votes. The board executed a cemetery deed and handled two gravel warrants. Jo Beth motioned for Jeanette to draft a note allowing residents to pay increased sewer tax bills in three-month installments without interest, seconded by Warren and approved via roll call. The board approved reimbursing $39,760 from the Paving Capital Reserve Fund to general funds for municipal parking lot work. Transfer station mileage reimbursement was set at $0.74/mile for trailers and $0.73/mile for trucks via roll call. Michael Carrier's pay increase form was signed. The building moisture remediation starts July 24. The transfer station committee meets July 27 at 5:30pm. The highway truck grant application goes to the executive council July 29. Dalton Select Board Meeting

Meeting called to order at 6:31pm by Jo Beth. Select Board members Jo Beth Dudley and Warren Green
were present. Meeting available for public viewing via Zoom.

Public attendees: None. Via Zoom: None.

The board signed accounts payable and payroll checks. Warren mentioned the illegible sections of the
highway department timesheets. Jeanette stated that she had made new ones previously. She would
provide them to Adam for future use. Jo Beth asked if the Dept. of Labor invoice should be discussed in
nonpublic. Jeanette stated it’s not a bad idea.

Jeanette provided the new sewer warrant. The cost increased almost 90% for Dalton residents who have
the sewer service. Lunenburg, provider of the sewer service to 28 residents in town, never responded to
multiple inquiries for the rate increase cause and exact amount. Due to the large increase, Jo Beth
suggested allowing payment plans for the bill without interest being charged. An initial 6-month term was
proposed; however, a new invoice will be issued in approximately 3 months. The 3-month payment term
was motioned. The tax collector can forgive interest under $5.00. Anything more than that amount must be
forgiven by the select board through an abatement. Jo Beth motioned for Jeanette to draft a note to be
included with the sewer tax bills giving residents the option of paying their invoice in installments over
three months without interest. Warren provided a second and approval reached through roll call vote.

Jeanette provided a cemetery deed. Jo Beth motioned to execute the deed. Warren provided a second.
Approval via roll call vote.

Two gravel warrants were provided for execution. One warrant was merely for doomage of the warrant
signed at the last meeting. Late excavation reports allow municipalities to charge double taxation.

The meeting minutes from June 25, 2026 were provided for review and approval. Warren motioned for
approval with Jo Beth provided a second. Approval via roll call vote.

The nonpublic meeting minutes for session 1 were provided for review and approval. Warren motioned for
approval with Jo Beth providing a second. Approval via roll call vote.

The meeting minutes from July 6, 2026 were provided for review and approval. Warren motioned for
approval including one minor spelling error correction, with Jo Beth provided a second. Approval via roll
call vote.

The nonpublic meeting minutes for sessions 1, 2. 3, and 4 were provided for review and approval. Warren
motioned for approval with Jo Beth providing a second. Approval via roll call vote.

Jeanette provided the employee change form to the board for signature for Michael Carrier’s pay increase
as discussed and approved during our previous meeting.

Jeanette provided the trustee of the trust funds reimbursement request for $39,760 for reimbursement to
the general funds for the reclaiming and repaving of the municipal parking lot, from the Paving Capital
Reserve Fund. Jo Beth motioned for approval with Warren providing a second. Approval via roll call vote.

Dalton Select Board Meeting

The moisture issue in municipal building is set to be remedied starting Friday, July 24”.

A select board goal for the year, reviewing and updating town policies, will be postponed due to the
absence of one board member. Warren would like all members to be present for input into the process. Jo
Beth agreed.

Jeanette provided an update on the meeting she and Warren had with Under Canvas. Under Canvas has
agreed to cover the expense for the traffic signs the highway department will be adding to Blakslee and Big
Hill Roads. The truck delivering on Blakslee Road, obstructing traffic flow, was due to the delivery driver’s
inability to traverse the area provided by Under Canvas. They will discuss this with the vendor. Payments to
the transfer station will be made the week following the service date at the transfer station. They will pay at
the office with cash or a check. The Under Canvas signs are in production and will be installed upon
delivery.

The two projects previously submitted in 2024 to the North Country Council for NH DOT’s 10-year
transportation improvement plan were resubmitted for 2026.

The conservation commission, planning board, and host community agreement committee had no update.

The building committee met in July with two work days. Pressure washing was completed on the lower
section of the back-side of the building. The kitchen overhang was partially demoed with reconstruction
forthcoming in the next month or so.

The transfer station committee meets again on Monday, July 27, 2026, at 5:30pm. The Brian Patnoe report
from his site visit at the last meeting will be reviewed and discussed.

Jeanette is researching grant opportunities for a transfer station scale.

The highway truck grant application will be presented on the July 29, 2026, to the executive council
committee meeting.

Jeanette has started preparing invoices for reimbursement from FEMA for 2026 repair and mitigation work
on the roads from the July 2024 flood. Work is progressing with ditching and riprap installation on Blakslee,
Union, and Harriman Roads as well as headwall installation on Blakslee.

The board reviewed options for mileage reimbursement for truck and dump-trailer use by Transfer Station
Employees. Jo Beth motioned to reimburse for the trailer at the median of the IRS range, currently
$0.74/mile, and the truck at the IRS rate, currently $0.73/mile. Warren seconded the motion with approval
via roll call vote.

Jo Beth motioned to enter nonpublic session at 7:23pm for personnel, legal and personal. Warren provided
a second with approval via roll call vote.

Jo Beth motioned to re-enter public session at 7:41pm. Warren provided a second with approval via roll
call vote.

Jeanette asked about a possible town right of way/set-back violation and who should be contacted. The
planning board would be responsible. Jeanette will provide the details to the planning board via email. Jo
Beth stated the information on regulations is in the town’s subdivision regulations.

Jo Beth motioned to adjourn the meeting at 7:45pm. Warren provided a second with approval via roll call
vote.
