The Salisbury Board of Selectmen approved minutes from August 31st and September 2nd, and an amendment to August 19th minutes. The board changed the Transfer Station Fee Schedule to no longer accept tires with rims, passing the motion unopposed. The Zoning Board granted a variance to Daniel and Mary Renwick. A contract with Fuss & O’Neil for 2027 was accepted, saving $2,800 compared to 2026. The board waived rental fees for the Salisbury Historical Society. Best Septic Service was selected for a three-year portable toilet contract at $150 per month per toilet. Network Solutions will handle office email switches. Albert LaFlamme was rehired as Transfer Station Manager at the same salary, effective September 19th, 2026. Attendees:  A dozen citizens attended the meeting in person.  Four citizens attended via Zoom. 
Chair Hoyt opened the Board of Selectmen meeting at 7:00 p.m. 
 
Review & Approval of Draft Minutes: 
Chair Hoyt motioned to approve the draft minutes from the meeting of August 31st and September 2nd, 
2026 as written.          
Selectman Kelly seconded the motion to approve which passed with none opposed. 
 
Chair Hoyt motioned to approve the amendment to the minutes for August 19th, 2026. 
Selectman Kelly seconded the motion to approve which passed with none opposed.  
 
Signatures: 
Chair Hoyt noted that the Selectboard had reviewed and signed off on: 
Accounts Payable & Payroll Registers which are available for Public Inspection. 
Summary Inventory of Valuation (MS-1) 
 
Department Head, Board, Committee Updates: 
● Road Agent / Fire Department – RA MacDuffie noted all road projects should be completed and 
the invoices should be received soon.  
TA Rollins asked about tonnage for the Eastern Minerals contract. RA MacDuffie will 
finalize with tonnage with her at a later time.  
TA Rollins noted the Dredge and Fill Wetlands Permit was approved. Chair Hoyt and RA 
MacDuffie signed the permit.  
 
● Transfer Station – Selectman Hostetler felt confident in his choice of wifi device and the square 
devices chosen. The cameras will hold off until the ability to get power to the transfer station is 
available.  
TA Rollins noted a receipt for Tire Pickup was received for 396 tires. Due to the high 
volume collected, TA Rollins reached out to New Hampshire Recycles for a closer look at tires

collected in recent years. It was averaged that about 436 tires are picked up each year in the past 
seven years, excluding 2025 and 2022 when no tires were picked up. 2026 total pickups to date are 
939 tires. The amount of pickup will be monitored. Selectman Kelly noted tires with rims will not 
be picked up by the recycler, and about a dozen tires have been left at the Transfer Station. The 
board felt the Town should stop excepting tires with rims due to the work needed to remove the 
rims. Mary Heath asked if that decision required a public hearing. Chair Hoyt noted transfer 
station fees were changed depending on the amount of cost to the Town and did not require a 
public hearing. Ken Egounis on zoom, stated “Tires with out rims period, make a public notice.” 
Selectman Hostetler motioned to change the Transfer Station Fee Schedule to not include 
tires with rims.  
Selectman Kelly seconded the motion, which passed unopposed.  
 
● Energy Committee – Met on September 9th. Discussion included the Highway Request for Bids 
and Energy Audits.  
 
● Zoning Board of Adjustment – A variance for front and side yard setbacks was granted for Daniel 
and Mary Renwick.  
 
● Conservation Commission –A kiosk is being built with the name, Sandy & Everett McLaughlin 
Conservation Area and the trail is named the Vermetti Pond Trail. Conservation Chair Mike 
Rossetti presented posters that will be post at the trail kiosk. Trail opening will be held this 
Sunday, September 20th at 1:30 p.m. 
 
New Business: 
• Fuss & O’Neil – The contract for 2027 has been received and is $2,800 dollars less than 2026.  
Chair Hoyt motioned to accept the quote and allow TA Rollins to sign the contract. 
Selectman Hostetler seconded the motion, passing unopposed.  
 
● Town Hall Rental – Salisbury Historical Society to meet on the 2nd Tuesday of each month.   
Chair Hoyt motioned to waive the fee for the town hall rental.  
Selectman Hostetler seconded the motion, passing unopposed.  
 
Old Business: 
Portable Toilet Quotes 
 
Two quotes were received to replace portable toilet services. Prime quoted $249 dollars per month 
per toilet with a fuel surcharge of $34.95 dollars. Best Septic Service quoted $150 dollars per month per 
toilet. Best Septic Services also provided an Old Home Day quote for $125 dollars per regular toilet and 
$200 dollars per handicap toilet. These quotes will be for a three year contract.  
Chair Hoyt motioned to authorize TA Rollins to sign the three year agreement for Best Septic 
Services 
 
Selectman Hostetler seconded the motion, passing unopposed.  
 
Email Addresses 
 
 Selectman Hostetler noted he would like to find out if Network Solutions allows group aliases. 
This would allow emails to be sent to one email address and multiple people would then receive that 
email. TA Rollins will ask the representative about that. Nathan Irving, on zoom, stated “I would 
absolutely support a single point of email contact for the selectmen & other official committees and roles

in the town.” The board agreed to move forward with Network Solutions for the office emails to be 
switched in time for the TDS deadline.  
 
Public Comment: 
 
No public comment was made.   
 
Nonpublic Session: 
Chair Hoyt motioned to enter Non-public Session in accordance with RSA 91-A:3, II (a) and (b). 
Selectman Kelly seconded the motion. Roll Call: Hoyt, aye; Hostetler, aye; Kelly, aye. 
 
Public session recessed at 7:37 p.m. 
Public session reconvened at 7:55 p.m. 
 
Chair Hoyt announced the rehiring of Albert LaFlamme as Transfer Station Manager at the same salary 
rate, effective September 19th, 2026. 
 
Selectman Kelly motioned to seal the Non-public Session minutes for RSA 91-A:3, II (a) and (b).  
Selectman Hostetler seconded the motion. Roll Call: Hoyt, aye; Hostetler, aye; Kelly, aye.
