The Select Board met at 6:30 p.m. on June 29, 2026. Community input included Conservation Commission plans for the Cross Street garden and walkway, funded by the Community Garden, and discussion on the Upper Mill sidewalk, where State requirements make renovation prohibitive. Minutes from June 15 were approved. Aiden Briesley received a conditional offer for police employment. Taxes are due July 6. Expenditures approved included $3,675 for a storage container, utilizing a $766 grant, and Fire Department purchases: $1,415 for a low level strainer, $1,200 for dispatch services, and $721 for licensing fees (all 3-0 votes). An elderly exemption was approved for Judith Carr. Civil Consulting’s $5,500 quote for Transfer Station surveying was approved, pending budget identification. Pine Street paving is scheduled for August. To secure a $500,000 grant, the new fire engine model year will change from 2027 to 2025. The Planning Board meets July 7 for fee schedule hearings. Town of Rollinsford Select Board Meeting June 29, 2026 Kim St Hilaire, Peter Lampesis, Jodi Carnes Minutes recorded by Salme Perry Prior to the regular business meeting beginning at 5:34, the Board met in non-public with Building Inspector Tom Clark. 6:30 p.m. Call to Order K StHilaire called the meeting to order at 6:30 p.m. 1. Community Input Joe Desch, Chair of the Conservation Commission, and member Peter Calhoun, described the plans for renovating the Cross Street garden and walkway, making it safer to traverse. The Community Garden will fund the project. The sidewalk by the Upper Mill was discussed. It needs to be redone. The problem is that it is on a State road, subject to State requirements. C Boyle stated when last looked at, the cost was too prohibitive. 2. Consent Calendar a. Approval of Minutes: 6/15 The minutes of 6/15/26 were approved. KS/PL All in favor. 3. Department/Department Head Business (as needed for new business and updates) a. Police - Chief Uraskevich Chief Uraskevich introduced Aiden Briesley to the Board, a 21 year old Army Reserve graduate of Military Police School. The Board approved giving him a conditional offer of employment; K StHilaire 2026.06.29 1 signed the letter. Assuming he passes all the necessary requirements, A Briesley will start with the Police Academy in August. b. Tax Collector, Town Clerk, Finance Administrator Taxes are due July 6. c. Building Inspector/Code Enforcement/Land Use - No new items d. Highway/Transfer Station/Facilities Management - Jim Andersen, Public Works Manager PO# 2030 New Hampshire Recycles $3,675 for a storage container. KS/PL All in favor K StHilaire noted that in accepting the purchase order, the Board also accepted the $766 NH the Beautiful grant that will be applied toward the purchase of the container. Fire Chief Glidden recommended that batteries be stored in isolation. Jim Andersen reported that Pine Street will be paved in August and the Town will notify residents. Chief Uraskevich noted that flaggers will be needed for Pine Street paving. He recommended that the flaggers be certified. J Carnes requested that the downtown sidewalks be weeded and cleared of trees. e. Fire - Chief Glidden Chief Glidden gave a shout out to RPD Lt. Hancock for volunteering to help create the H Plummer Police and Fire Training Facility. 2026.06.29 2 With the expected heat, this coming Wednesday evening, the RFD will host an open house for the public where sprinklers will be on. Of the 7 students who took the Fire Level 1 and 2 exams, 5 passed, 2 will redo their examinations. The May call volume, 34 calls, is high. Chief Glidden recommended that the Town look into using Fidium as its internet provider. C Boyle said the Town Hall already does. Chief Glidden reported that the 2027 engine model that was planned will now not be available until September 2027. In order to receive the new fire engine in time for the Town to be eligible for the $500k grant, the engine will have to be a 2025 model. Chief Glidden will provide the new specs to K StHilaire and she will submit the changes to the State for approval. In anticipation of changes, Chief Glidden proposes to cut the 2026.06.29 3 training budget to offset incident call costs. 4. Town Administrator - Cary Boyle a. Lease Agreement Temporary Space The lease agreement is still a work in process. b. Elderly Exemption An elderly exemption was approved for Judith Carr, General John Sullivan Way. KS/JC all in favor. c. Transfer Station Land Survey Civil Consulting provided a quote of $5,500 for surveying the area of improvements to the Transfer station. The Board approved the survey as long as the Finance Administrator can recommend a budget line to pay the cost. 5. Select Board Administration a. Committee and Liaison Updates (if any) The Planning Board will meet next week, 7/7. They will need to hold public hearings for proposed changes to the Planning Board fee schedule. b.
