The Select Board approved timber yield tax warrants and August 3 meeting minutes via roll call votes. Financial review showed the operating budget is in a good position. HVAC repairs for the municipal building are estimated at $50,000-$75,000, with potential AC additions costing $25,000-$50,000. The transfer station received a pallet jack/scale; calibration is scheduled for August 19, 2026. A grant covering 100% of the pallet jack/scale cost was awarded. A highway department dump truck was ordered for January 2027 delivery via an approved executive grant. The planning board approved the Ainsworth/Dynan minor subdivision. Jon Swan submitted a petition with 42 signatures for temporary emergency zoning; the Town Clerk will verify signatures. The conservation commission meets August 18, and the transfer station committee meets August 24. FLINT: FAA fixes are expected by September 30 to October 31, 2026. Monday, August 17, 2026 @ 6:30 PM Regular Session Dalton Select Board Meeting Meeting called to order at 6:30pm by Jo Beth. Select Board members Jo Beth Dudley and Warren Green were present. Meeting available for public viewing via Zoom. Public attendees: Kristina Ennis, Amanda Deveno, Paul Deveno, Jon Swan, Pamela Kathan, and Michael Carrier. Via Zoom: Carol Sheltry and Michael Miller. The board signed accounts payable and reviewed payroll direct deposit stubs. Jo Beth asked if the cell phone bill went down. Jeanette confirmed it had since we no longer have the hot spot for the highway ° department. Jeanette provided the board with two timber yield tax warrants for approval and execution. Jo Beth motioned with Warren providing a second. Approval via roll call vote. August 3, 2026, meeting minutes were presented for review and approval. Warren motioned with a second from Jo Beth. Approval via roll call vote. Nonpublic minutes #1 from August 3, 2026, were presented for review and approval, with one minor typographical error corrected. Jo Beth motioned with a second from Warren. Final approval via roll call vote. Jeanette provided the July bank reconciliations along with the July transaction report. Jeanette also provided a summary report for the operating budget through July 2026. Jo Beth noted that it looks like we are in pretty good shape so far for the year. Jeanette confirmed. The flooring issue is still being worked on. Jeanette is attempting to obtain the contractor information from the Boys & Girls Club in Lisbon who experienced a similar issue in their building last year. North Country Mechanical came to evaluate the air handling units on the roof of the municipal building. Neither unit appear to be functioning, after being shutdown for years. The equipment can be replaced in parts but there is no guarantee what it will cost or if those repairs will work or remain working. A quote is forthcoming from the contractor for replacing the unit(s). We are likely looking in the $50-$75k range. Adding air conditioning to the building would likely increase that another $25-$50k for equipment and insulating ductwork. Split units may be able to be added to rooms for approx. $5-8K each; these would require additional electrical work for each unit. Jeanette is watching for grants that may help. The USDA does have low interest loans but a grant would be preferred. The conservation commission meets on Tuesday, August 18". The planning board met on August 5, 2026. The minor subdivision (lot line adjustment) for Ainsworth/Dynan was approved. Jon Swan was present to introduce the temporary zoning petition he was presenting to the select board today. No host community agreement update. No additional building committee update was available. An additional work date of Sunday, August 30, 2026, has been planned but only 2 people have confirmed —it may be cancelled. Page 1|3 Monday, August 17, 2026 @ 6:30 PM Regular Session Dalton Select Board Meeting Michael Carrier provided a transfer station update informing the board he made two trips to NCES with recycling materials collected during the past 4-6 weeks. 1 trip was made to the aluminum recycler for cash which will be given to the town administrator for deposit. The pallet jack/scale was delivered on Monday, August 17, 2026. We are awaiting setup and calibration which is currently scheduled for Wednesday, August 19". The transfer station committee meets on Monday, August 24" at 5:30pm. The grant proposal submitted for purchase of the pallet jack/scale (discussed above) was awarded. The town will be reimbursed for 100% of the cost. The highway department dump truck grant has been approval by the Executive Council and Governor Ayotte. The truck has been ordered with an anticipated delivery date of January 2027. FEMA road repairs and mitigation work continue. The highway department and additional contractor should be able to complete the work by the end of the extended contract periods ranging between September 30" and October 31%, 2026. Jon Swan was present to deliver a special petition for temporary emergency zoning and planning. When asked why this was being presented, Jon replied that he thinks it’s important to protect the citizens of Dalton’s rights to enjoy their property and protect their property values from possible unwanted development by corporations seeking an easy in, such as large data centers. Jon presented the petition with 42 signatures; the Town Clerk will verify the signatures with the current voter registration list and inform the Board of the outcome and next steps. The petition asks for a special town meeting per RSA 39:3. Public comment: Pam Kathan asked what the threat is that warrants the emergency zoning. Jo Beth assumed it was the development of property with things like data centers, which is an item mentioned by Jon Swan during his presentation. Pam asked if a data center was being considered in town. Jo Beth stated there was not. Pam asked again what the threat was and Jo Beth informed her that Jon would have to provide the answer. He had already left the meeting. Pam presented a right to know request asking for a copy of the signed petition. Jo Beth stated that it was not verified yet by the Town Clerk. Pam stated that she has a checklist so she can check it herself. Pam stated she could just take pictures of the petition to save herself money. The Town Clerk asked Pam to wait until after the meeting so that a note could be added to each page stating the signatures were “unverified”. Pam agreed to wait. Jo Beth motioned to enter nonpublic session at 7:08pm per RSA 91-A:3 for Il(a) personnel, II(c) personal, and II(d) legal. Warren provided a second with approval via roll call vote.
