The Executive Committee unanimously approved the January 22, 2025 minutes. The January 2025 financial report showed a positive balance of $83,527. Regarding the RAISE Grant, members discussed designating NHDOT as the direct recipient to manage cashflow. The NH Charitable Foundation funded the RPC $20,000 for website updates; an RFP will be prepared. Roache reported a staff resignation involving land use planning duties. HB 471 Regional Planning was declared Inexpedient to Legislate. The committee reviewed 2026 budget strategies to reduce dependence on federal funding. Roache proposed shifting to quarterly RPC Commission meetings with annual or bi-annual topical roundtables. Two Executive Committee vacancies remain; Doug Finan declined an appointment. 1. Chair Moreau convened the meeting at 4:30 p.m.
2. Minutes of January 22, 2025
Hebert moved to approve the Minutes of January 22, 2025 as presented; Moore seconded. SO
VOTED.
3. Financial Report – January 2025
Roached reviewed revenue and expenses; noted the month has a positive balance of $83,527.
4. Old Business
a) RAISE Grant Status: Roache stated that this grant may be caught up in the current
government situation. Still expect it to move forward. We have been discussing with
NHDOT about them being the direct recipient since it may be too hard for RPC to handle the
cashflow.
b) Executive Committee Vacancy: Roache reminded members that there are currently two
vacancies on the Executive Committee. He spoke to Brentwood commissioner, Doug Finan
but he declined and might reconsider next year. Roache will speak to others.
c) Website Grant Update: NH Charitable Foundation has funded the RPC $20k to
update/recreate our website. Roache will prepare an RFP for that service.
5. New Business
a) Staffing Update: Roache stated that Michal resigned. He decided he wasn’t happy doing
land use planning and circuit rider aspect of his job.

b) HB 471 Regional Planning: Status: Roache referred to Attachment 3 and noted its been
declared Inexpediant to Legislate

d) 2026 Budget & Local Private Funding Strategies: Roache explained Attachment 4 and
reviewed funding items for next year. He stated it might be prudent to move away from being
so dependent on federal funding and look for more local type funds/projects. Discussion
followed.
e) RPC Meeting Schedule: Roache proposed quarterly RPC Commission meetings with once or
twice a year topical roundtable discussions for commissioners to share.
