The Board approved the modified agenda and previous minutes, both passing 2-0. Administrator Mark Graffam and Commissioner Nancy Cole approved two financial manifest motions totaling $14,571.29. Commissioners voted 2-0 to hire a part-time employee with QuickBooks expertise at $65 per hour. The Board also approved a 2-0 motion allowing a property owner to present a boundary line adjustment proposal at the Annual Meeting. A fill request was approved out-of-session dependent on DPW approval. A proposed camper storage in the Huttwil Parking Lot was denied, with police towing authorized if unremoved. All outhouse locks will be replaced with key locks supplied by the EPOA. Ongoing Lugano Water Main Project and Bryant Paving road repairs are scheduled for early May. P a g e 1 | 4 VILLAGE DISTRICT OF EIDELWEISS Commissioner’s Meeting Tuesday, April 28, 2026 The Board of Commissioners Meeting was held at 9:01am on Tuesday, April 28, 2026. In attendance for the public meeting are Commissioner Mark Graffam, Commissioner Nancy Cole, and DPW Forman Jeff DeMartino. In attendance were Bob D’Ambra, Jane Gunn, and Doug Prescott. The meeting was videotaped by Lauren Woss with Madison TV. Public Meeting At 9:01am Commissioner Nancy Cole calls the meeting to order. Approval of Agenda Mark Graffam makes a motion to discuss and approve the April 28th agenda. Nancy Cole 2nds The hiring of a part-time person is added under the topic of Admin. The motion to approve the modified agenda is passed 2-0. • Approval of Minutes @ 9:03am Nancy makes a motion to discuss and approve the meeting minutes of April 21st . Mark Graffam 2nds it. Nancy points out the following: 1. There are words unnecessarily in CAPS. 2. Typos in Prescott’s last name in two locations. Motion is passed 2-0, with these modifications. Approval of the Manifests @ 9:04 am • Nancy Cole makes a motion to discuss and approve the Operations Manifest in the amount of $5,731.69. Mark Graffam 2nds the motion. Nancy highlights a payment to the employees health insurance of $3,034. , NAPA, Silver Lake Hardware, Colmen Rental, and a credit card payment were listed. Motion is passed 2-0. Mark makes a motion to discuss and approve the payroll manifest for $8,839,60. Nancy 2nds. Nancy points out that the monthly stipend for elected officials is included in this manifest. DPW with the Foreman, Jeff DeMartino@ 9:07am • The DPW has been cleaning out ditch lines, leaves, and clogged culverts on Oak Ridge Road. • Bryant Paving is starting to repair the edges of 6 roads on Friday, May 1st. P a g e 2 | 4 • Monday, May 4th, the Lugano Water Main Project starts with contractor Simply Water and Black Dog Hardscaping. Rock Hammering will continue into Tuesday at other VDOE locations On Wednesday, May 6th, ditching will begin with Black Dog’s excavator and triaxle and the VDOE’s equipment on Huttwil. • The blower is being used on the backhoe. John Deere maintenance is to be scheduled on the backhoe. Leaves clog up the culverts and drainage ditches. Residents have to stop raking or blowing leaves off of their property into the road ditches. • The DPW noticed what appears to be an artesian well flowing on an undeveloped lot on Huttwil. • The DPW cleaned the beaches off. The swim rafts were pulled away from the water’s edge for the EPOA volunteers to work on them. Jeff commented on seeing one raft on Thusis “Looking good”, which the EPOA had sanded and treat. Mark brought up a telephone message regarding a lot owner on Huttwil looking to do a boundary line adjustment with the VDOE’s Reserved Land to increase the size of his lot. This could be put in front of the voters at the Annual Meeting. Mark Graffam motions to respond to the Huttwil property owner that this boundary lot adjustment can be voted on at the Annual Meeting, following Green Space Ordinance procedures. Nancy 2nds. Motion is passed 2-0. • Jeff’s list for a bulk purchase for culverts to replace failed culverts is reviewed . Mark will get quotes on a bulk purchase. • There has been a lot of tree work done on private lots since the road bans have been lifted. • An Old Appenvel street sign was discussed. • The DPW will try to meet with a property owner on Geneva Place to look at a perched beach design on Thursday the 30th. Commissioner’s Concerns/Reports @ 9:26 am • Mark Graffam 1. Camden Bank will be asked to give the VDOE Treasurer the ability to check balances online. 2. An email from NH Retirement System was discussed. Nancy thinks that there is not a payment issue. A call will be made to confirm. • Nancy Cole 1. The processing of Water Fee Payments was discussed. 2. The computer and hardcopy file systems were discussed. Water @ 9:37 • Nothing to discuss of the water system Administration • Mark Graffam motions to hire a part time employee with Quick Books expertise at $65 per hour . Nancy 2nds. Once familiar with our system it is expected that this job will be 4 hours P a g e 3 | 4 a week on average. Motion is passed 2-0. The need for a second part-time hire is discussed for office admin without Quick Book responsibilities. Old Business/Tabled Items @ 9:33 am • Wooda will continue to work on solving the issue with the lack of a contracted Auditor. • Contacting NH Attorney General was recommended by the NH Municipal Association, if an Auditor cannot be contracted soon. Signature Items @ 9:35 am A request for ditching fill was discussed. The site needs DPW approval. Nancy Cole motions that the Fill request is signed out-of-session dependent on DPW approval. Mark 2nds. Motion is passed 2- 0. Correspondence @ 9:37 am • Email from Doug Prescott was discussed. Doug and Mindy Prescott were thanked for volunteering to help with creating a beach parking lot permit system for next year. This is planned to involve volunteers in “workgroups”, as opposed to formal Public Body Committees, which require minutes, quorums, etc. Decisions will be made at Commissioners Meetings. Perching Beaches and workgroups were also discussed. • A request has been made to store a camper trailer in the Huttwil Parking Lot for two weeks. Mark Graffam motions to respond to this camper owners that the VDOE does not allow storage in the Huttwil parking lot. Nancy Cole 2nds. Motion is passed 2-0. The camper has no license plate. A request to the Madison Police will be made for the camper to be towed if it is not immediately removed . Scheduled Appearance None Public Appearance/Public Comments @ 9:44 am • Doug Prescott has scheduled a design discussion of perched beaches at a private property on Geneva Place. • Doug reports that Doug, Bob D’ambra, and Willy Burnell worked on the Thusis swim raft for 14 hours of heat-gunning, sanding and sealing. The plan is to do other rafts. Doug met with a contractor who thinks that he can clean out the septic tanks of the beach outhouses. A quote will be created by the contractor. A new lock system was discussed. Mark makes a motion to have key locks, supplied by the EPOA, to replace the locks on all the outhouses by the DPW. Nancy 2nds. Motion passes 2- 0.
