Commissioners Allan Hebb, David Smith, and William McKee present. October minutes approved. Lead and copper study documentation for all connections completed. Management Representation letter signed for submission to auditor under current year budget. Commissioners authorized paying the generator service bill from Milton Cat and legal bill of $1328.39. Law requires adding six unused lines to the DES Permit to Operate, including O’Donnell barn and West Cemetery. ENH Power electric rate increases to $0.16990/KWH starting 12/18/2024. Storage tank cleaning deferred to 2025 with $5,000 allocated in that budget. The 2024 tank cleaning budget was used for legal fees. 2025 budget, including Primex rates, will be ready for December review. 11/12/24 Those present: Allan Hebb, David Smith and William McKee Commissioners, Jane Hebb, Acting Clerk and Treasurer The monthly meeting started at 7:00 PM. The minutes of the October monthly meetings were read and approved. Jane has been working on the lead and copper spreadsheet that Hazen and Sawyer has for each connection, On the deadline of 10/16 we had one customer that we could not document the type of pipe. Jane had to send this customer a letter by 11/15 stating this. This was done. Since 10/16 Allan has got the pictures of the pipe and Josh sent it to Hazen and Sawyer. This part of the lead and copper study is complete. The Management Representation letter from the auditor was signed. Jane will return it to the auditor and make sure they submit a bill on this years budget. Jane asked Granite State Rural Water about their ideas on phone converge for the pumps since the phone bill is so high. They suggested she call the phone to company to make sure we are not being charged a business rate. There should be a municipal rate. We are not required to have a phone. Some water companies do not have one. She had not sent them copies of the bylaws, rules and regulations and application for them to review before she sends them to the lawyer. She will do it this month. She needs to make sure that the application has a reason for what the water is going to be used for. The Permit to Operate for this year has been sent to DES. When Jane talked to DES about the 51 number of users on the permit to operate, she said this could be increased because the documentation when the new system was done proved that there was enough water for more users. We need to add 6 more lines to the permit to operate to cover the connections on the main line that are not being used at the present time. They are 2 connections for the O’Donnell barn, Jeffrey Hebb, West Cemetery, and 2 that are disconnected, Stimson and the white house at the Pastures. Granite State Rural Water also suggested that we add a commercial hook up rate to our Rules and Regulations. Milton Cat serviced the generator on 10/3. Jane was given permission to pay the bill when it is received. She needs to print out and file a copy of the report. We received next years rates from Primex. Jane will include them in the 2025 budget. She has not started the budget yet, but will have it ready for review at the December meeting. The $5000.00 in this years budget for the cleaning of the storage tank was used for the lawyers bills. The storage tank will not be cleaned until 2025. $5000.00 will be included in the 2025 budget for it. We got the next electric rate from ENH Power. Effective 12/18/2024 it will be 0.16990 dollar/K WH for the next 6 months. This is an increase of .03dollar/K WH. We received a bill from the lawyer for August through October in the amount of $1328.39. Jane was told to pay the bill.
