Commissioners approved the June 2nd agenda 3-0 and passed minutes for May 27th 3-0. The Operations Manifest of $103,295.78 was approved 3-0; $70,000 reimburses the down payment for a Western Star truck, and up to 75% of $30,000 in FEMA road work expenses is eligible for reimbursement. A 3-0 motion authorized Jeff DeMartino to enroll Andrew Manning in Class B CDL school and pay tuition. The auction of abandoned kayaks and canoes is tentatively set for June 27th. Commissioners signed driveway permits for 23 Huttwil Drive, 10 Granval Way, and 14 Bristenstock Drive. A 3-0 vote authorized requesting $70,000 from the Highway Equipment Capital Reserve Fund to reimburse Operations. Issues at 39 Huttwil Road and 14 Bristenstock Drive require coordination with Simply Water. Wooda McNiven will pursue the 2025 audit. Commissioner’s Meeting 
Tuesday, June 2nd, 2026 
 
 
The Board of Commissioners Meeting was held at 9:00 am on Tuesday, June 2nd, 2026.  In 
attendance at the public meeting are Commissioner Mark Graffam, Commissioner Nancy Cole, 
Commissioner Wooda McNiven and DPW Foreman Jeff DeMartino. In attendance also were Village Clerk, 
Doug Prescott, and Mike Gallagher. 
 
The meeting was videotaped by Evan Woss with Madison TV. 
 
Public Meeting 
 
At 9:00 am Commissioner Wooda McNiven calls the meeting to order. 
 
Approval of Agenda 
At 9:00 am, Wooda McNiven makes a motion to discuss and approve the June 2nd, 2026 agenda. 
Nancy Cole 2nds the motion. Mark Graffam requests a non-public session to discuss a contract 
negotiation. The motion to approve the agenda is passed 3-0. 
 
• Approval of Minutes  
At 9:00 am, Wooda makes a motion to discuss and approve the meeting minutes of May 27th. 
Nancy Cole 2nds it.  Two minor revisions were pointed out. Motion is passed 3-0. 
 
Approval of the Manifests @ 9:03am 
• At 9:02 am, Wooda makes a motion to discuss and approve the Operations Manifest in the 
amount of $103,295.78. Nancy 2nds the motion. Wooda points out that $70,000 of the reported 
amount is for the down payment on the new Western Star truck and that the Highway Equipment 
Capital Reserve Fund will be reimbursing the Operations Account for this amount. Wooda also points 
out that about $30,000 of expenses on the Operations Manifest was for FEMA Road Work and these 
amounts will be submitted for another round of FEMA reimbursements, which could total up to 75% 
of this (approximate) $30,000. Motion is passed 3-0. 
 
DPW Report @ 9:07 am 
• Jeff discusses ongoing ditching work, marking curb-stop valves, filling in potholes, laying down gravel 
where washouts occurred due to recent heavy rains, cleaning culverts and preparing to paint white 
lines on those roads that need them. Jeff also reports that the weekend rains contributed to more 
debris trapped on the top of the Little Pea Spillway grate and this debris will be cleared off. 
• At 9:12 am, Wooda makes a motion that Jeff is to enroll Andrew Manning in Drivers School for the 
purpose of obtaining a Class B Commercial Drivers License. Jeff is to also obtain a bill for the 
tuition so it can be paid prior to Andrew Manning attending the classes. Nancy Cole 2nds. Motion 
passes 3-0.

• Mark brings up need to set a date to auction off abandoned Kayaks and Canoes. June 27th is set as a 
tentative date. Mark will direct Jeff where the watercraft should be moved to for the auction.  
• Discussion ensues as to how best to address the overly wide and non-compliant driveway at 39 
Huttwil Road, which includes relocating or replacing one of the two existing culverts and the 
relocating of the curb stop valve out of the ditch line. This work needs to be coordinated with Simply 
Water.  
 
Commissioner’s Concerns/Reports @ 9:24 am 
Nancy Cole 
Nancy discusses three Driveway Permit applications that need to be signed. 23 Huttwil Drive 
and 14 Bristenstock Drive are application permits for construction, 10 Grandval Way is the 
application permit drive for operations. A fourth driveway application permit for operations 
up on Forclaz Road cannot be approved yet until additional work is done by homeowner per 
the inspection findings of the Commissioners on May 27th. Discussion ensues about PRV pit 
access located within or adjacent to proposed driveway for 14 Bristenstock Drive and that 
this issue needs to be discussed with Simply Water.  
 
Mark Graffam 
No formal report. Mark’s concerns were discussed during DPW report. 
 
Wooda McNiven 
Wooda reports that he has not yet heard back from Batchelder Associates about the 2025 
audit, which they said they could do. Wooda will pursue this so as to get the 2025 audit 
underway as soon as possible.  
 
Signature Items  
At 9:33 am, Wooda makes a motion to sign the paperwork that will go to the Trustees to 
request the release of $70,000 from the Highway Equipment Capital Reserve Fund (to 
reimburse Operations Account). Nancy 2nds. Motion passes 3-0. 
A Driveway Permit for construction at 23 Huttwil Drive was signed.  
A Driveway Permit for operation at 10 Granval Way was signed 
A Driveway Permit for construction at 14 Bristenstock Drive was signed. 
 
Public Appearance/Public Comments @ 9:36 am 
• Resident Mike Gallagher informs board of an additive he uses in all of his diesel vehicles that helps 
mitigate problems with the Blu-Def system. He will transmit this info to Jeff. 
• Village Clerk Doug Prescott reports on recent VLAP testing. He also requests a storage spot for new 
boat trailer EPOA purchased. The Cabana is discussed as a possible storage site but no decision was 
made at this time. 
• Doug also asks if it is permissible for VDOE employee Andrew Manning to do paid EPOA landscaping 
work on his own time, using his own equipment or EPOA’s equipment. Commissioners will review 
Employee Handbook to make sure this does not present any conflict of interest.

At 9:55 am, Wooda makes motion to end the public meeting go into a non-public session. Nancy 2nds.
