The Greenland School Board approved financials including two manifests totaling $698,289.15 and two budget transfers totaling $240,200.14, all by 4-0 votes. The Board authorized Superintendent Zadravec to hire staff immediately and approved the FY26 General Assurances required for federal funding. Ms. Abby Hood was appointed Special Education Coordinator by a 4-0 vote. The Board accepted the resignation of Ms. Emily Grande. Policy JICL received approval for a first reading. The Monthly School Board Meeting of the Greenland School Board was held in person on
Monday, April 21, 2025, at 6:00 p.m. at the Greenland Central School in Conference Room 105.

Mr. Walsh called the meeting to order at 6:02 p.m. and indicated that the meeting would begin *

RECOGNITION OF VISITORS/PUBLIC COMMENT

Mr. Walsh recognized Greenland resident, Ms. Sarah Gouzeles and three members of the
Greenland Central School staff: Ms. Lauren Teeden, Assistant Principal and Curriculum
Coordinator, Ms. Casey Jurevic, 8th Grade Teacher, and Ms. Meghan Bowersox, 2nd Grade
Teacher.

o Approval of Manifests
On a motion by Mr. Balboni, seconded by Ms. Curtis the Board voted to approve the manifest dated
March 21, 2025, in the amount of $313,154.09. Discussion. Vote: 4-0

Ona motion by Mr. Balhoni, seconded by Ms. Curtis, the Board voted to approve the manifest dated April
4, 2025, in the amount of $385,135.06. Discussion. Vote: 4-0

Ms. Penny indicated that her report is in the drive and indicated there are two sets of budget
transfers for the Board to approve this evening.

o Budget Transfer
On a motion by Mr. Balboni, seconded by Ms. Curtis, the Board voted to approve the budget transfer in
the amount of $80,582,60. Discussion. Vote: 4-0

On a motion by Mr. Balboni, seconded by Ms. Curtis, the Board voted to approve the budget transfer in
the amount of $159,617.54. Discussion. Vote: 4-0

CENTRAL OFFICE REPORTS

Principal Report

Ms. Hallee indicated that her report is in the drive. She highlighted that GCS recently had a
student compete at the National Invention Convention competition after placing first in the
Challenge Inventions category. Ms. Hallee shared that the students, who participated in Jump
Rope for Heart, raised $12,044.13 in donations. Additionally, a group of Grade 3 students
recently completed a united on Economics and held the Bizarre Bazaar as a culminating event.
As part of the project, students created their own product and sold them to staff and fellow
students.

On April 15, the 3rd graders participated in a Zoom meeting with representatives from
Make-A-Wish and were proud to present their donation of $2,528.00.

Director of Facilities

Mr. Helfrich indicated that his report is the drive. He highlighted some recent events that took
place earlier this month, most notably the 4 month long reconstruction and restoration of the
GCS Gym floor, which is finally almost complete. Mr. Helfrich gave huge thanks to both Ms.
Hallee and Mr. Hudson for all of their work and dedication on this project. Mr. Helfrich shared
that the painting of the new gym looks fantastic and he will continue working with
Insurcomm to ensure the detailed cleaning phase of the project works around painter
schedules.

Mr. Helfrich highlighted the recent successful installation of the ADA ramps out front and out
back. He indicated that he had inspected the ramps and they came out perfectly.

Director of Technology

Mr. Russo indicated that his report is the drive. He highlighted some recent events that took
place earlier this month including a new filter tool that allows teachers to monitor student use
of ChatGPT as well as allowing teachers to generate browsing reports for students and receive
a daily report of all web searches that were blocked from the previous day. Additionally, Mr.
Russo highlighted the launch of the Civic Bell Residency Verification program. This program
will help our Business Office staff verify residency of our students and their families. Lastly, he
highlighted the recent work of Mr. Jeff Rodgers, who replaced 5 network switches and 1 UPS
Battery Backup with Extreme, the official network provider for all NFL, NHL, MLB and major
Nascar venues.

Superintendent

Mr. Zadravec began his report by highlighting that the PGC continues to build out in-house
PD courses and experiences for our staff. He noted that the vision for next year will include
offerings during two semesters, a fall term and a spring term. Each term will include a menu
of course offerings for our staff to sign up for free of charge. Topics will range from literacy to
assessment to instructional design. As an initial offering, Mr. Zadravec highlighted that he will
be partnering with our new Greenland Special Education Coordinator, Abby Hood, to offer a
course this summer to teachers in creating healthy, fully inclusive classroom environments
where all students have a sense of belonging.

Mr. Zadravec shared that this hiring season is particularly challenging with multiple openings
and a limited candidate pool. He indicated that while he doesn't usually request this until the
summer months, it would be incredibly helpful to have the Board grant me authority to hire
and issue contracts now, as days do matter in the process of securing a candidate and allowing
them to resign their current position in their district.

Mr. Zadravec highlighted that these assurances are approved as a routine matter to accept
federal funds through the grants management system. This year these assurances include
language specific to Title VI and Title IX compliance as interpreted by executive orders. If you
look at #6 a and b, these two assurances are new and essentially ask us to assure we will be in
compliance with the most recent Title VI guidance as well as executive orders related to gender
identity. It is clear that they will not release any federal funds (IDEA, Title II, Title IV, etc.)
unless these are signed.

The Board had a brief discussion regarding the assurances and the three options proposed by
Mr. Zadravec. The Board agreed to sign the assurances, noting if anything comes up, it will be
dealt with on a case by case basis.

On a motion by Ms. Curtis, seconded by Mr. Balboni, the Board voted to approve and sign the FY26
General Assurances. Discussion. Vote: 4-0

Mr. Zadravec highlighted that he is incredibly pleased to nominate Ms. Abby Hood as our new
Special Education Coordinator. Ms. Hood comes to us from the Exeter School District and
brings a wealth of experience and knowledge with her. She has already been included in the
hiring process for any related special education positions and is eager to join our team.

On a motion by Ms. Curtis, seconded by Mr. Balboni, the Board voted to approve the nomination of Ms.
Abby Hood to the position of Special Education Coordinator. Discussion. Vote: 4-0

Ms. Teeden, Ms. Bowersox and Ms. Jurevic shared a presentation they prepared with the board.
The presentation focused on the work that the Literacy Committee has been working on over
the past year. After the presentation the board had a brief discussion on the topic and it was

A. Superintendent Authority to Hire
On a motion by Mr. Balboni, seconded by Ms. Curtis, the Board voted to grant Superintendent Zadravec
the authority to hire. Discussion. Vote: 4-0

B. Staff Resignation
On a motion by Ms. Curtis, seconded by Mr. Balboni, the Board voted to accept the resignation of Ms.
Emily Grande with regret and wished her the best in the future. Discussion. Vote: 4-0

SCHOOL BOARD MEMBERS REPORT

POLICY
First Reading: JICL: On a motion by Mr. Balboni, seconded by Mr. Hopps, the Board voted to approve

for First Reading, the new proposed draft of Policy JICL, as recommended by the Policy Committee.
